The problem of regional inequalities for Bulgaria is strongly focused in the Bulgarian village. The Bulgarian culture, traditions, customs, folk mentality as a whole originates from the Bulgarian village, and it can be summarized that without the villages Bulgaria loses its holy "spirit" and also its "food independence" - as it turned out in times of global crises. The main problems for the Bulgarians in the villages are the low incomes, the lack of perspective from agrarian activity, the unemployment, the low quality of health care, the lack of quality education, the lack of security. In 1844 less than 100 inhabitants live. In the villages there are age generations, for example from 1 to 35 years, which are missing. According to Eurostat, 56% of those living in rural areas between the ages of 20 and 64 are at risk of poverty or living with material deprivation, compared to (24% for urban residents). Bulgaria ranks first in the EU in rural poverty. The paradox is that people without qualifications work agricultural work in Greece, Portugal, England, Germany, the Netherlands within 2000-3000 BGN. The agrarian products created are sold on the Bulgarian market in a distorted economic reality, which is associated with the large "European subsidy" for their production. The process is accompanied by the demand for raw materials and resources, as their size grows, and conversely Bulgarian agricultural production decreases. In this sense, regions and countries become highly dependent on certain monopoly trading structures. There are practically no "economic lifts / canals" between the district / city center and the periphery within a region, even if they are 10-20 km away. The subject of the project is the promotion of good practices in relation to, exchange of experience, and investment in institutional capacity for effective action for existing regional models, for correct, reasonable and community-created resources. A particular focus in adapting and validating social models will be to track and create a visible digital reporting tool. Food movement for a region. The production and / or processing of foodstuffs and their movement within and outside the region. Structures for the sale of foodstuffs and their local / import ratio within a region. As a result, the project will create a real digital model (s) that will give a clear picture of what the region produces and where it sells. What the circular economy requires, what is meant by "food independence". What are the permissible tools for changing regional center-periphery disparities.
