Introduction

Project:

European Mood is a digital content platform designed for European social interaction. The main objectives of the platform are to bring users to a better understanding of Europe and to develop more social cohesion, by disseminating knowledge of the European Community, enhancing diversity, and placing European citizens at the centre of all related activities. Opinions and comments as European citizens are key to building a better future together and, through European mood, themes will be spread and shared by an increasing number of people. This process of involvement and social cohesion intents to capture the imagination of users who in such a way can deepen with greater awareness the environment around them, and at the same time strengthen the pro-European spirit.

EXCLUSION CRITERIA

The authorizing staff shall exclude an applicant from participating in the call for proposals procedures where:

the applicant is bankrupt, subject to insolvency or winding-up procedures, its assets are being administered by a liquidator or by a court, it is in an arrangement with creditors, its business activities are suspended, or it is in any analogous situation arising from a similar procedure provided for under EU or national laws or regulations;

it has been established by a final judgment or a final administrative decision that the applicant is in breach of its obligations relating to the payment of taxes or social security contributions in accordance with the applicable law; 

it has been established by a final judgment or a final administrative decision that the applicant is guilty of grave professional misconduct by having violated applicable laws or regulations or ethical standards of the profession to which the applicant belongs, or by having engaged in any wrongful intent or gross negligence, including, in particular, any of the following:

 fraudulently or negligently misrepresenting information required for the verification of the absence of grounds for exclusion or the fulfilment of eligibility or selection criteria or in the performance of a contract, a grant agreement or a grant decision;

entering into an agreement with other applicants with the aim of distorting competition

violating intellectual property rights

attempting to influence the decision-making process of the Commission during the award procedure                                                   

SELECTION CRITERIA

Country of establishment

Only applications from legal entities established in the following countries are eligible:

EU Member States

Applicants must have the professional competencies as well as appropriate qualifications necessary to complete the proposed action.

The organization’s activity reports for the last five years;

list of previous projects and activities performed during the last three years

Eligible applicants

Proposals may be submitted by any of the following applicants:

• non-profit organisations (private or public)
• public authorities (national, regional, local)
• international organisations
• educational institutions
• profit-making entities
