The programme: AI AND MEDICINES
Health Action International (HAI) has received a grant from the European AI Fund to strengthen its capacity on AI in healthcare and pharmaceutical policy. Healthcare is a field where public and private interests are often conflicting. We want to prevent AI from simply assisting the business model of the pharmaceutical industry, and instead ensure its use is accountable and to the benefit of patients and public health.

In the context of this programme, we are building a network, conducting research on AI in medicine R&D, and following AI-related regulatory processes at the European Union (EU) and European Medicines Agency (EMA). We aim to work at the EU and EMA to disseminate our research findings, coordinate advocacy, and drive a movement towards greater accountability and safeguarding of public interest. The ultimate goal is to become a reliable voice that can shape the public debate around AI and represent public interest by seeking input from a range of stakeholders. HAI is seeking a consultant to support its programme development and advocacy work.

THE ROLE: Tech policy advocate

QUALIFICATIONS

We are looking for someone who:

• Has an understanding of EU regulatory processes and has experience with advocacy work at the European Parliament.
• Has a at least five years of relevant work experience in tech policy and AI.
• Has an interest to work at the intersection of tech and healthcare/pharmaceutical policy.
• Preferably has experience with representing/working in civil society organisations.

DUTIES

The duties of the consultant will include:

Strategic programme development

• Assist in the strategic development of the AI and Medicines programme direction
• Assist in the refinement of focus areas and advocacy targets

Advocacy

• Lead in the development and implementation of an advocacy strategy for the EU Artificial Intelligence (AI) Regulatory Proposal, which includes advocacy with the Commission, Council and relevant Parliamentary committees in coordination with the European Project Team.
• Hold advocacy meetings with above parties in the context of the EU advocacy strategy.
• Lead in the development and implementation of an advocacy strategy for 2022-2023 engagements with the HMA-EMA Joint Big Data Taskforce based on their workplan.
• Hold advocacy meetings with relevant stakeholders at the EMA.

Event development

• Assist in the organisation of a webinar on the EU AI Act for CSOs.
• Assist in the organisation of a briefing for Dutch MPs who hold the healthcare/medicines portfolio about AI in medicines development and clinical trials, and recent developments at the EMA and EU related to this.

Deliverables

• A policy brief with recommendations for the EMA to improve governance of big data and AI-based technologies in medicine development and regulation.
• Contribution to the programme and advocacy strategy of the AI and Medicines programme.
• A report of advocacy work, successes and challenges.
