Even the title of the project "Wuppertal goes Europe" describes the main objective of the City Council Wuppertal: EU mobility’s improve European competences of learners and VET staff or modernisation through internationalisation. The implementation of European policies is an ever-present cross-cutting issue in all areas of our administration. European laws and regulations be respected, European funds are requested, managed and billed to tackle the local problems in urban development, the promotion of employment or to support and improve the social, societal and cultural achievements. The administration is the mediator between the European Union and its citizens. The diverse tasks of a municipality demand from each individual employee of Wuppertal administration a high and continuously updated "European competence".Therefore, the focus of this project is the individual and his development opportunities, in this case, the learners and the trainers.Priority objectives of the current Wuppertal personnel development strategy is to increase the attractiveness as trainers and employers and further on to prepare employees more fully for the challenges of the future.In 2015 started 54 trainees (in 2016 53 trainees) and 18 candidates of the fire brigade in a total of 19 vocational trainings her career in industrial-technical and skilled trades, business - and IT occupations, in bachelor's degree programs and to civil servants in the technical services.The core of the project is the matching and individualised monitoring system of EU-mobility, which• ships 40 colleagues (20 learners and 20 VET staff) in a tailor-made EU-Mobilityo selects through an open transparent application procedureo intensively prepares using the SEL-Target Setting, Erasmus mobility or learning agreement (“mobility map” with specific documents), as well as individual workshops and individual sessions,o perfectly accompanied by a "mentor intern" and "Mentor extern"o pushes reflection modules and sustainable transfer into everyday workThe EU will mobilities take place take place at our partners in Vienna, Florence and Campobasso, Stockholm, Meran, Pleven, Sofia and its longstanding partner cities Kosice, St. Etienne and South Tynside.With the capitals Vienna and Stockholm we have partners that offer a wide variety of topics (e.g. Vienna: open government, citizen participation; Stockholm: IT services, integration of refugees). Merano is a second partner with the working language German and interfaces topics could include: innovation and administrative simplification, office for citizens, civic participation and integration. In Florence and Campobasso we work together with Reattiva an Erasmus KA 1 expert who offers a comprehensive network of contacts to companies, municipalities and vocational training centers. Also our Bulgarian partners in Pleven and Sofia we know from the collaboration in the Strategic Partnership "Work-based training" (KA 2). They are state vocational training centers, which are particularly suitable for comparison of education systems, but they offer or provide even mobility places to many job profiles. We expect the following project outputs:• Gain of individual professional and transferable skills• Improvement of work motivation• New approaches and methods for the performance of tasks in their working surrounding• An intense impression of European co-operation and increased capacity to operate at EU/international level• Actions of mobility persons (e.g. “mobility evenings”, weekly reports, movie “Wuppertal goes Europe”) to share about colleagues.We expect the following project - Outcomes:• Sustainable development of international contacts for the daily work• Increase knowledge of EU values and their proactive approach by the employees.• Removing barriers to participation in funding by the positive experiences in dealing with the English language and from the international exchange of knowledge• Planning of transnational projects• The instrument EU mobility is a quality characteristic and an integral part of human resources and organisational development.
