Vocational Education of Visually Impaired People Via Distance Education

In our country, in terms of proper maintenance of social and individual life and social integration of visually impaired individuals, it is essential to increase and disseminate the education opportunities. Moreover, when professional status is taken into account, it is known that the income level of disabled employees is lower than non-disabled employees that have a similar personal background. Many visually impaired people is not able to work in a job related to their background, on the other hand, without showing their full job potential they have to work at low status with low wagesEuropean countries offer extensive educational opportunities for vocational training of visually impaired individuals. The distance education system is one of the most preferred methods of education opportunities in recent years.Within the scope of this system, various certification and training programs are performed by using learning management systems and software considering visually impaired individuals. Thereby a concrete step was taken in creating equal educational opportunities for visually impaired individuals by participating in vocational educational processes regardless of time or location.The opportunities related to vocational training and development of the visually impaired individuals are considerably limited in our country. This limitation is an important issue for the protection of social justice, individual rights and freedom and the fulfillment of legal obligations and effective use of human resources. The universities and non-governmental organizations have great responsibilities at the solution seeking stage of above mentioned issues. However, solution offers for these issues form the starting point of this project.In the scope of this project the outputs of an e-Learn-VIP project, which is performed and completed by German BFW Center (Berufsförderungswerk Düren Zentrum für berufliche Bildung blinder und sehbehinderter Menschen) will be transferred. By this way a new method which reaches large mass of people in the field of vocational training of visually impaired individuals will be acquired.The LMS software available for visually impaired individuals will be transferred and developed in the scope of project. By implementation of new modules it will be improved with pedagogical materials for the vocational education and the accessibility and the usability of this information technology to visually impaired people will be provided. Additionally, certification training of call center agent will be realized by using this system and visually impaired people will be provided the vocational qualifications in a sector where they are employable. By means of the certification training that will be prepared in English, German, Italian and Turkish, an international vocational training program will be implemented that enables employability of visually impaired EU citizens, as a qualified employee in growing call center sector.
