In their report on LdV results, IMPULS 10 made by Graham Attwell et al., one of the conclusions of the authors was that in LdV projects much energy had been used for the development of virtual learning platforms and contents, and little work had been made on developing the best means of mainstreaming: teacher pilots. The result is that today many LdV partners have developed many good e-learning or blended learning materials, but because it is relatively complicated to use them, these are mainly used by their developers. At the same time, many TVET institutions have sought to implement e-learning and the new learning methods in their institutions, both because the see that this is necessary to match the requirements from a society where new job profiles and qualifications appear almost daily, and because there is increasing pressure from the national governments to do this. In Denmark, for example TVET institutions are now required to make e-portfolios and career plans, but not many institutions have come far in this direction. Typically, they all have an Learning Management portal, but it is mainly used for administrative purposes.Therefore VITAE will develop a model which will speed up the implementation process of the new technology and new learning methods in EU TVET institutions.
