Focusing upon top management staff in local government administration, the project will develop an e-based learning platform to train staff in the correct and efficient functioning of public administration units in the partner countries. The project will have three development phases, the first phase being a survey of public administration management roles with local government officials in the partner countries, the results of which will identify 'training needs' specific to public administrators. This information will inform the project's second phase which will focus upon content development for the e-based learning platform, incorporating the tasks usually undertaken by top public administrators, such as legal regulation and the management of changing economies. The e-learning platform will allow for regular updating of learning content, thus maintaining the currency and usefulness of the platform for end-users. The e-learning platform will further monitor user progress with the training material with tests and exercises being set and responded to (electronically) by course tutors. Trainers will be trained to effectively deliver e-platform course content with an 'e-training' and an 'e-learning' handbook accompanying course delivery. The handbooks will be made available both online and offline (printed form and CD-Rom). All material will be available in EN and in the participating partner languages. The third and final phase of the project will involve the testing of the training material on potential end-users. Pilot tests will be carried out in the partner countries with the results informing any necessary improvements to the platform. Whilst the platform is primarily targeted at public administrators, it will be freely accessible and could also prove useful for law students and other users engaging with administrative law.
