V4 training of No Hate Speech Movements

In May 2015, in the framework of the Action Plan on the fight against violent extremism and radicalization leading to terrorism, Council of Europe's Committee of Ministers decided to continue the No Hate Speech Campaign until 2017. This campaign remains driven by the need to counter on-line hate speech in all its forms, including those that most affect young people, such as cyber-bullying and cyber-hate, racism and other forms of discrimination. The campaign is based upon human rights education, youth participation, critical thinking and media literacy, what is in line with 2016 Erasmus+ KA1 priorities and EU-CoE youth partnership.V4 NCCs representations (Slovakia - Inštitút neformálneho vzdelávania, Poland - Association of Young Journalists “Polis”, Czech Republic - Národní centrum bezpečnějšího internetu and Hungary - Reményt a Gyermekeknek Közhasznú Egyesület / Hope for Children) has agreed to initiate joint projects for 2016 - 2017 period in the framework of V4 and EaP Memorandum of understanding, signed during Slovak presidency of Visegrad group by ministers responsible for youth. Apart from quarterly held meetings, jointly coordinated European Action Days and information sharing, V4 NCCs identified the need for educating NCC members, project managers and lead activists in 4 areas mentioned thereinafter. Analysis of current state of play has been developed during V4 NCCs meeting held in Bratislava on 22 -23 January, 2015.Project aims at strengthening inter-sectorial and inter-departmental cooperation in combating hate speech via supplementary educational activity (training course of NCCs members) focused on good practice and information sharing among state institutions, Council of Europe and NGO representatives. The training course aims to reduce violent radicalization and national extremism in the four Visegrad countries by improving the impact and quality of national actions promoting human rights and combating hate speech online and offline, and also by raising the quantity of these actions.Specifically, project shall result in:1. Managing the No Hate Speech Movement national campaign - participants develop their competences in managing and coordinating national actions, building campaign networks, and working with activists.2. Education about hate speech and human rights - participants will improve their competences in relation to designing educational programs based on Bookmarks.3. Advocacy for the campaign - participants will develop their competences in relation to identifying strategic partners, building partnerships, advocating for support and mainstreaming the campaign.4. European campaigning - participants will develop their competencies in planing cross border and international actions and link them with the European campaign activities.Apart from preparation and follow-up, project consists of a 4-day residential training course to take place in Esztergom, Hungary, in which 22 youth workers from 4 V4 countries will take part. Expected activity dates are June 17 - 20, 2016 (2 travel days excluded). Methodology follows Kolb cycle (experience, reflection, theoretical background, practical implications). Used methods are compatible with non-formal educational principles and are based on case studies, role plays, brainstorming, focus groups, interactive discussion, topic insights, presentations and others. Bookmarks and COMPASS educational resources will be used throughout the training.
