Transparent European Accreditation decisions and Mutual recognition agreements II.
In the London Communiqué mutual recognition of accreditation and quality assurance decisions and a significant increase in the number of joint programmes are encouraged. The TEAM II project aims to combine both objectives and to take away accreditation and recognition barriers for joint programmes. It does so by facilitating single accreditation procedures for joint programmes, instead of the multiple procedures that currently have to be carried out separately in each country where the joint programme is provided. This should lead to a European methodology for quality assessment procedures regarding joint programmes. Five pilot procedures will be set up. The lessonslearned will be published in a methodological report.Cross-border recognition of qualifications awarded by joint programmes will be facilitated first by an analysis and an online survey exploring how ENIC/NARICs currently recognise qualifications from cross-border education, the problems they encounter, the use of learning outcomes and the solutions they propose. The results will be published and presented during a benchmarking workshop with ENIC/NARICs where good practices are shared and recognition issues regarding qualifications from joint programmes are dealt with.An important condition for solving these recognition problems is the availability of transparent information on the quality assessment and learning outcomes of joint programmes. In TEAM I the website Qrossroads.eu has been developed to provide transparent information on accredited programmes and institutions. Qrossroads will be further developed to include: the learning outcomes of programmes (at European and national level); the institutional and programme information from at least five other countries in Qrossroads; and a feature to import data from other databases (such as institutional databases).The project results will be discussed at a conference with European policy makers, institutions, ENIC/NARICs, QA agencies, and student representatives. The outcomes of the conference will be published in a report.The stakeholders are involved throughout the project which will contribute to the dissemination of the results. The development of a European methodology to facilitate the accreditation and recognition of joint programmes, with concrete results and transparent information in Qrossroads, will have a lasting and beneficial impact on joint programmes.
