For ten years, the New Technologies of Information and Communication (NTIC) have played a growing role in socio-economic progress. However, they have also contributed to the widening gap that exists between those people having access to the NTIC and those who, for economic or social reasons, are deprived of them. The pilot project RED TELECEM is intended to set up a model for the distribution of the NTIC adapted to the needs of socially excluded groups, such as persons suffering from mental illnesses: a trans-national network of tele-centres. Developed in regions with different socio-economic situations, the project will make it possible, in a second phase, to compare the results obtained and to enrich its conclusions in order to improve access to the Information Society in the Atlantic Area. Achievements: Creation of a trans-national methodology to address the problem of the "digital divide" for a definitely underprivileged public, such as people suffering from mental illnesses (in Zamora, Porto and Bath), comparing the example with that of other people with other intellectual handicaps (Manchester) ✔ 5 new jobs have been created (4 men and 1 woman) ✔ 4 tele-centres have been put into service, 65 training courses have been given, involving 537 people ✔ 5 social enterprises have been commissioned. The use of New Technologies by the groups involved was 81.5 % ✔ The creation of 5 extra Tele centres is planned after the conclusion of this project ✔ Creation of a federative image and a project website (www.telecem.com) , 9 different posters and 4 leaflets, an introductory book in the three languages of the project partners (English, Spanish and Portuguese) ✔ The project has had 4 articles published in the Spanish written press and a bulletin on Portuguese national radio.
