BACKGROUND Mobility Management uses soft measures (e.g. information or coordination of existing user services), which enhance the effectiveness of hard measures of traffic planning to improve sustainable mobility. It faces resistance from key decision makers and remains a minority policy field that is established in very few European regions. PIMMS (INTERREG IIIC) developed a transfer methodology based on identifying the Critical Success Factors behind best practice case studies, and transferring these CSFs from one region to another. PIMMS TRANSFER will EXTEND, DEEPEN and PROMOTE this, by involving new Member State regions, and by an array of medium-intensity actions to drive the methodology further.OBJECTIVES 1) To stimulate modal shift towards more sustainable forms of transport by increasing the implementation of high quality mobility management techniques and policies in European regions. 2) To extend, deepen and promote best practice in mobility managementPARTNERSHIPThe partners are regions from 14 different Member States, represented by municipalities or regional agencies: 7 INITIATION REGIONS (from new Member States) and 7 PROGRESSION REGIONS (the PIMMS partners). A TRANSFER EXPERT (university) will assist the partners to achieve maximum European added-value. 9 of the 15 regions are Objective 1, with a wide geographical distribution across the EU.MAIN ACTIVITIES EXTEND: continue the programme of Study Trips and Staff Exchanges, develop a programme of mentoring, focus on a revised definition of domains, review and extend the database of best practice, continue the successful programme of regional dissemination (conferences, websites publications) DEEPEN: EU-wide analysis of best practice in Sustainable Urban Transport Planning; a Schools Challenge (action to reduce car-to-school on a comparative basis); a multi-media best practice exchange during European Mobility Week;a programme of Master Classes; a programme of pilot projects to test elements of the transfer methodology identified in PIMMS.PROMOTE: a dissemination and training action for each of the three domains. Thus; 28 Regional Conferences; one Schools; 3 expert conferences; web site, publications etc. KEY OUTPUTS AND RESULTS* 280 new entries on the best practice database, validated by independent experts * 107 Study Trips typically involving 4 people for 3 days* Major review of Sustainable Urban Transport Plans in all 27 Member States *17 regional and thematic conferences* 1 schools conference* 2 Schools Challenges, with at least 14 schools competing to reduce car-to-school* a mentoring workshop in each of 7 Initiation Regions * 3 Master Classes on key mobility management issues * European Mobility Week events in 14 regions in 2009/10 with pan-Europe link-up * 1 EMW DVD and best practice guide * 14 pilot projects supported and observed by all partners Achievements: PIMMS TRANSFER stands for Partner Initiatives for the development of Mobility Management Services & TRansferring Actions iN Sustainable mobility For European Regions.The project has 15 partners, from 15 Member States.Partners include Progression Regions,with some experience of mobility management,& Initiation Regions,all from new Member States,who are new to the concept & are targeting regional & local decision-makers to learn about good practice & how it can be applied back home.The project objectives are:1)To stimulate modal shift towards more sustainable forms of transport by increasing the implementation of high quality mobility management techniques & policies in European regions 2)To extend, deepen & promote best practice in mobility management. An extensive project website has been developed.It explains mobility management,sets out the project activities,&introduces all the partners.A project brochure has been published,with some 2000 copies distributed. Both the website & the brochure are available in all partner languages. Regional conferences are underway.Particularly successful were those held in: Treviso,Sept09,in EMW,with around 100 attendees.Project objectives & activities were presented & EMW actions promoted; Sofia,Nov09.Around 60 members of public & EC,government,business,university&media stakeholders attended.The conference was linked to annual European Day of the Entrepreneur & Open Days Local Event.It included presentation by transport experts on study visits & distribution of 60 project leaflets.Presentations were disseminated on the web. EMW activities ocurred across regions,including Graz car-free day,promotion via Treviso regional conference,creation of display facility by Frankfurt & promotion of actions in the Senec district of Bratislava.The Graz day was particularly successful, linking to Graz's Schools Challenge & its 2nd pilot project on school travel plans.Activities included an educational game about mobility management called Snake game,played in primary schools. A Master Class was held in Almada;some 50 participants listened to presentations from other partners & 6 outside experts. 20 schools were recruited to participate in the Schools Challenge.More schools were involved than originally expected. So far 20 study visits have occurred.Most recently,in period 3 of the project, 7 visits took place,undertook by Klaipeda to Almada,Maribor to Graz,Larnaca to Treviso & Serres,Gdansk to Almada & Treviso,Sofia to London. A successful mentoring workshop was held in Klaipeda in Dec09,on public transport organisation & parking management policy,with support from Frankfurt, Erasmus & London Councils.There were 25 attendees. A total of 69 good practices have been identified so far.The 24 practices most recently identified (in period 3 of the project) cover areas such as tendering procedures for public transport, accessibility for all in public areas, shared street space & walk to school campigns.Frankfurt transferred a good practice from London, adapting their school campaign 'Walk on Wednesday' (WOW) in a different campaign for Frankfurt schools.A further 3 good practices are in the process of being transferred between regions,for example:Larnaca's municipal council approved a proposal for a traffic circulation & awareness park,transferred from Serres. Nearly all pilot projects are underway. Activities that took place included:study visits,2 Carbon Trading Scheme workshops, citizens participation & planning process for shared space, planning of new cycling roads & parking facilities, and a number of Travel Plan (TP) activities such as preparation of specifications for school TPs,public meetings;training & presentations for pupils & teachers,opening ceremony of safe drop off points by schools & design of a travel survey for a university TP.
