Transferability of Skills, Competition and Assessment Standards for better recognition of skills within EU

One of the main objectives of the Project is to promote stronger coherence between different EU and national skills transparency and recognition tools, so as to ensure that skills and qualifications can easily be recognized nationally and across borders. Transferable standards in selected skills profiles will facilitate greater alignment and transferability of national qualifications in accordance with the European Qualification Framework (EQF). The outcomes of the project will increase labour market relevance of learning provision and qualifications in selected skills profiles and will reinforce links between education and training with the world of work within project partner countries and will contribute to EU policy in VET such as the European Area of Skills and Qualification (EASQ), European Credit System in VET (ECVET), European Quality Assurance in VET (EQAVET).
Project aims to support skills and VET-development in the designated EU-countries Latvia, Estonia, Netherlands) by building a robust structure and stronger (inter)national network, make them more efficient by exchange of knowledge, formats, training methods and the development of EQF proof test models for the use in national skills competitions linking in with the qualification frameworks of the participating countries. The project aims to pilot the development of common rationale and partnership scenario among EU member states for better harmonization and recognition of skill standards, learning outcomes and assessment tolls applied in international skill contests-place where standards meet. It is considered to be utmost vital to create the common base and understanding of standardized qualification requirements and its testing models in the context of EU common labor market policies, mobility, objectives of EQF to promote the internationally comparable and transferable knowledge exchange. Project members will review the existing national qualification standards in 3 EU member states: Latvia, Estonia and theNetherlands, compare and analyse them, then elaborate common unified qualification requirements for 4 selected trades, develop skills assessment tools and tests, design the data base for pilot data.
Project results will be applied and tested in country's national skills competitions thus highering the ambition level of young professionals and competitions itself. As all project partner countries are the members of WorldSkills Europe (WSE) organisation, these skill standards and assessment tools will be used in bi-annual international skill competitions to facilitate the development of internationally accepted skill and assessment standards. Everything will be developed in the same format and assessed with the same assessment procedures.
By involving assessors to work with globally accepted assessment methods, the level of the assessors (teachers and trainers) will be raised. There will be an exchange of knowledge on a European level for the different skills and skills areas through the network of WSE. E.g. What skills do we want a plumber on a vocational level to master? How do we assess this? What competencies does a level 4 chef (cook) need in order to meet European standards? It will also promote mobility amongst young workers and specialists, teachers and trainers throughout Europe. Also it has to avoid redundancy of tasks by sharing developed test models in a database.
As project mambers are National Skills organisations, we want to establish a robust international network, close connection with the curricula and the EQF needs for VET schools and skills competitions in our countries to provide vocational educational institutes with EQF proof practical test models. This avoids redundancy of developing practical tests and exams in each country. The developed test models can be exchanged and used at both international and national levels. The test models will be developed for the assessment of practical (not the cognitive) work of learners at all levels in vocational educational training throughout Europe. Project will engage authorities, responsible for Europe wide skills competition development and quality level: WSE Official delegates, Technical Delegates, Skills organisations managers and 8 curriculum/sector experts per country=24.
The target group of the project are learners, teachers, trainers, and they need validated formats, test models, development and assessment of tools for practical work within the European scope.
