Transfer of Innovation from the project Self-Assessment Education and Training Organisation to new regions.

Quality in Vocational Education and Training (VET) is one of the central issues of the Copenhagen/Brugge Process towards more trust-based transparency and quality in VET and in the labor market. Due to its discourse-based total quality conception, the EFQM Excellence Model is one of the favorite quality schemes in the pedagogic field, after an initial rush for ISO in the 90ies.The Leonardo Project SAETO (LI-05-B-F-PP-164510) developed a software supported system for self-assessment in educational and training organisations (ETO) that translates the EFQM model to the educational sector and links it with ISO 9000 in one assessment effort. The solution is supported by e-learning modules.It is however not enough to just develop this solution and pilot it in some ETOs. Due to the not only national but sometimes even regional autonomy of the education system in Europe there is a need for a deployment and validation of the developed solution in as many regions as possible. The partnership for this project consists of one ETO (Educational and Training Organisation) for each of the new target regions plus one expert on CQAF and the Copenhagen Brugges process coming from the original SAETO project. Besides a piloting and validation, the project carried out an adaptation of the SAETO solution to the requirements of the new regions. As a result SAETO adapted and validated for 3 more European regions; Turkey, Latvia and Belgium.This pick-up of TI-SAETO in the new regions helped to strengthen the CQAF deployment throughout Europe and the following direct results are achieved: The SAETO solution adapted to the local requirements of 3 additional regions (Turkey, Latvia and Belgium). At least 24 ETOs in 3 or more countries not covered in the original SAETO project piloted and validated a TI-SAETO supported CQAF implementation for their regions. 2.000 CDs with an introduction to the project’s results were distributed to ETOs of the target regions. A Case Study on all test cases were published helping other ETOs to set up their own quality system. A book on the TI-SAETO solution was published by a well known publishing house.
