Transfer of Employment Suppport Tools for People with Disabilities

It is one of the key areas of the European Disability Strategy 2010-2020 to allow full accessibility to education as well as to the labour market for people with disabilities. In many European countries and beyond accessibility to the labour market is still not given because of the lack of suitable and powerful support concepts. The main aim of the T-EST project was the transfer of a well elaborated and successful concept for allowing full access to the labour market as well as vocational training which is the concept of "Supported Employment". Within a Leonardo da Vinci Partnership project a toolkit for the planning and implementation of Supported Employment has been developed which is the baseline product for the innovation transfer realised within this project. Especially the countries BG, RO and TR are in the focus of the T-EST project for realising innovation transfer since there was no supported employment existing and a huge improvement for the labour market, vocational training and integration of people with disabilities has been created. Within a detailed adaptation potential analysis the toolkit for supported employment was adapted to the national systems behind and implemented during a comprehensive pilot implementation phase by the project partners. The consortium is consisting of organisations with huge experiences in the field of education and training for people with disabilities and supported employment as well as social partners and VET training organisations for the target group which were considered to be able to realise the transfer effects and impact envisaged. The whole transfer process was embedded in a awareness raising campaign in the receiving countries (BG, RO and TR) to inform companies, labour market institutions, training institutions as well as organisations for people with disabilities about the concept of supported employment and ensure an effective dissemination and exploitation of results. The outputs of the project are: toolkits for supported employment for BG, RO and TR, a training programme for transfer coaches in the three countries which should support the transfer and implementation process as well as three pilot implementations of supported employment in three countries where this concept has not existed so far for the benefit of the target group. The impact envisaged is a clear quality improvement of accessibility to the labour market for people with disabilities via vocational education and training and supported employment in the countries BG, RO and TR which are currently lacking behind the European development in the sense of reaching the targets of the European disability strategy 2010-2020 in the fields of vocational education and the labour market.
