Training of Trainers to FCO, the Obligatory periodic training of drivers in the road transport industry
Road freight transport is a rapidly-evolving profession due to economic globalisation, constant legislative changes as well as technological developments. The EU enlargement, the shortage of truck drivers and the increasing need for qualifications are placing new challenges in this quick-moving industry. Driving instructors and truck drivers are therefore being affected by all these changes. The European Directive 2003/59/EC applied to all Member states as of September 10th, 2009 meets the needs of the road transport industry. It makes periodic training (FCO) obligatory every five years for truck drivers to ensure that they can continuously respond to the need of the industry and maintain their employability. FCO or the obligatory periodic training was implemented in France in 1995 and is just starting in Poland and Spain. Our project aims at transferring TOT to FCO training course intended for FCO trainers with our Polish (ITS and ZMPD) and Spanish partner (ASTIC) by taking into account our partners’ national requirements and by associating them to the modules design right from the start. The technical, pedagogy and methodology training transfer is being facilitated by a distance-learning platform between all of the partners so that they can exchange and share best practices for mutual benefits. Our target is both trainers and truck drivers as they are going to play a significant role at the heart of the intelligent transportation system and knowledge society. The IRU, the International Road Transport Union will give the project a European dimension. The IRU is in charge of harmonising training standards to obtain an EU recognition of TOT to FCO.
