Towards an Effective Regional Resource Allocation (TERRA)

EU financed projects, such as development of spas, industrial parks, cities etc., implemented in the programme area not only affect their micro environment but also have an impact on their wider environment. Our project aims to collect and evaluate information on the experiences gathered during the developments especially in the field of tourism (spa), industrial (industrial parks) and urban developments, realising a complex assessment methodology for ERDF financed projects with cross-border effect. TERRA aims to assist the primary target group (project owners in the field of tourism, development of economy and urban development) as to how to further develop their projects, intensify their cross-border effects and also utilise EU resources more effectively. In an indirect manner we aim to provide background information for decision makers how to allocate financial resources more effectively. In the frame of TERRA two studies and a methodology shall be jointly developed.Workshops will ensure that target groups have effect on the materials developed. Special focus will be on their contribution to the methodology.The general objective of the project is strengthening sustainability and competitiveness in the cross-border area.After the revision of the Programme three thematic groups (tourism, business development, urban development) have been identified as the ones with significant financial resources available. Project owners in these thematic fields however hardly have any plans on how to improve their project. These target groups (local authorities, SMEs etc.) are the primary beneficiaries of the project as they are able to prepare strategic plans for the improvement of their already existing/operating project results. Direct beneficiaries of the project are project owners, whose developments shall be reviewed. Altogether 80 project owners are scheduled to be contacted: 30 of them in the field of tourism (15 in Romania and 15 in Hungary), 40 in the field of business development (20 in Romania and 20 in Hungary) and finally 10 project owners in the field of urban development (5 in Hungary and 5 in Romania).The main specific activities of the project are elaboration of foundation studies, joint preparation of methodology and training material, partnership building - workshops and forums, translations.
