This is an application for a grant for a consortium of specialists from Education and Training Service Center (ETSC) and counselors from learning providers in Life Long Learning Centers all over the country. The role of ETCS is to be a center of innovation and development in the field of adult education in the country with special emphasis on accredited adult education. The ETSC has been leading the development of guidance and counseling for adult learners that have not completed formal education at upper secondary level in Iceland, in cooperation with learning providers. In the target group are adults who have dropped out of their studies from upper secondary level. The main objective of career guidence in adult education is to encourage individual learning and careerdevelopment which fits well with the objectives of ET 2020.The main objective of this project is to promote/increase career councellers competences in new methods of career guidance and improve quality and efficiency of guidance on Icelandic labour market. The purpose of this study visit to Finland, is to receive information and training on their methods and how they work with the guidance in workplaces focusing on cooperation and promotion of guidance for key employees in SMEs who provide job development. The group will receive training on the methods and techniques, participate in workshop with companies where the implementation is presented, and LLL center will be visited as well as a guidance center for adults. Participants in this study visit will be experts from the ETSC and guidance counselors from LLL centers throughout the country. ETSC manages cooperative network of counselors, from the centers and is also a project leader of this project. Main learning outcomes are:- To learn new methods of reaching out to key employees (managers) at the workplaces- To use various methods to establish cooperation with local businesses to work on skills development of employees.- To be able to use different tools and methods adapted to the different needs of the workplaces- To adapt broadmindedness and competences in guidance to increase the use of untraditional and creative methods -To share skills which strengthens the cooperative arena in further policy development -To encourage skills development of participants in the study tourEach participant uses the results of the study visit to promote guidance and counseling on his/her territory in collaboration with the labour market, which creates innovation and improves the skills of those who are involved in reaching out to companies/workplaces. Also to build a cooperative arena to work with key personnel to encourage employees for skills/career development for the purpose of improving the quality and increasing productivity within companies.The benefits of the project includes enhanced cooperation, larger networks, more diverse methods, different approaches to the challenges and increased quality of the entire process. Meeting collages abroad is beneficial for the counceller from rural/diverse areas and strengthens their own network.It is important to meet the needs of the labour market in Iceland, not least in rural areas, where conditions are different from those in urban settings for example, regarding employment rate, variety of jobs, active participation in society and opportunities for career development. Moreover, employees and guidance personnel in rural areas are often isolated and lack encouragement to deal with diverse situations. Therefore it´s important that they have an opportunity to gain experience in a group of professionals and can get support in using a wider range of tools and learn about innovations which will be useful to the target group.After the project there will be systematically worked with guidance and career development at workplaces with LLL centers / learning providers across the country and experiences and knowledge of the different conditions around the country will be disseminated and information products and project shared at the level of adult education. The success of the project lies in the increased cooperation with workplaces, with guidance about staff skills development, for the benefit of the community, workplaces and increase number of individuals in the target group of adult education.This career-developmental project has big relevance to the tasks and objectives of the ETSC according to the service contract with the Ministry of Eduaction.ETSC is also responsible for other tasks in adult education in collaboration with the Ministry of Education, ETSC owners, stakeholders and cooperative partners. On international basis, the ETSC cooperates and has cooperated in various European and Nordic projects , and the Nordic Network for Adult Learning a cooperation on the behalf of the Nordic Council of Ministers to increase and improve adult education in the Nordic coutries and promote the competitiveness of nations.
