Thinking Smart: Toolkit for the engagement of HEI in regional growth

Higher Education Institutions (HEIs) are among the most important actors to be involved in the Smart Specialisation Strategy (RIS3) process. However, the potential of European HEIs to fulfil their role in society and contribute to Europe's prosperity remains underexploited.In this regard, the objective of the project is to support HEIs in contributing to and benefiting from S3, so they can maximise their impact on regional growth. To achieve this objective, the following main outputs will be developed:- Identification of best practices for the contribution of HEIs to RIS3 and creation of an interactive searching database;- Development of an entrepreneurial discovery process in HEIs through collaborative working groups with stakeholders;- Action plans to implement changes in HEI strategies to align with regional S3;- Toolkit to support HEIs in improving their contribution to S3, through a co-designed process with stakeholders;- Policy brief to provide recommendations to foster the contribution of HEIs in S3 and increase their impact in social and economic development;- Network to facilitate continuous best-practice exchange among individuals involved in setting strategic direction in HEIs allowing them to have the critical mass and capacity to have an impact at policy level.The project will contribute to HEIs having more regional-focused strategies and will contribute to reform higher education in Europe to make it: (i) More diversified, by making smart changes in HEIs strategies in order to adjust their offer to respond to regional S3; (ii) More responsive, by having an offer that is aligned with regional S3 and contributing to establish a workforce that is more prepared to respond to regional needs and demands; (iii) More competitive, supporting HEIs to apply for ERDF and to augment their business funding by providing services more aligned with the demands of the business sector.
