The Final Book 2 presents to situation and the evolution of the situation of clusters and present 7 Structuring Methods to create or develop ICT Networks. In the framework of TINIS Project, 4 ICT Networks were created: 'Ruby on Rails' centered on the Ruby technology (Cz); a technology club, composed of Walloon heads of sectors and strengthened (Be); an informal network based on the regional ICT know-how (Gr); and the 'YaJuG' which gathers people on Java technology (Lux).
