European policies combine to give centrality in the development participated processes of the territories and the different local actors (see CLLD). Local development cannot be framed only with aspects such as GDP per capita, or the growth of economic transactions. Local development is linked to the growth of skills and competence, to the participation of more parties, public and private, in the development process. This is the territorial Development Participated. The focus area for the project TASK FORCE PRO, is the "good territorial development participated, between public (local entities) and private bodies (belonging to cooperation and craft)." The project aims to improve the technical and professional skills of the actors involved in these development plans, and offers a solution to the problem of good design, good management and evaluation of these processes. The general objectives are: • Provide a better design methodology of territorial development plans, more adequate and able to make them more effective and efficient the plans • Create opportunities for learning and professional development for adult education staff of the organizations, involved in the formation of public (local entities) and private operators (cooperation and Crafts in Tuscany ) The specific objectives instead, are the following: • Experiment of the methodology of the laboratory of ideas and participatory planning, in the creation of Local Development Projects, Participated by public and private bodies. • improve specific skills and methods of work of the staff of the consortium, through mobility and participation of beneficiaries in training courses in destination countries. Beneficiaries of the project are 11 operators identified among the staff of the regional agency who forms the workers of Tuscan municipalities (ANCI Tuscany), and the staff of the institution appointed to the formation of cooperatives Tuscany (Irecoop Tuscany), and craft enterprises (Confartis ), together with representatives of the Tuscan cooperation (Confcooperative Tuscany), involved in various ways in adult education. Improve the skills of these subjects through the activities of the project, will have an impact on the quality of the development plans. To respond to the needs emerged and achieve the goals of the project, we will offer to beneficiaries an "Ideas workshop" and a "Participatory planning workshop" according to the methodology of the Logical Framework Approach (activity 1). Through these workshops, they will share and analyze the issues and needs about the theme of the project. Beneficiaries will define the aspects of microplanning related to the training offered by the host organizations (in Spain and France identified through the network of contacts of the European consortium and through EPALE). Phase 1 will serve to give substance to the specific training of beneficiaries to be held in Spain and France, and to share objectives, methodology and expected results. After this activity, the beneficiaries will do 4 mobility flows, 2 in Spain (activities 2 and 3) and two in France (activities 4 and 5). During mobility flows, we will provide the training courses to the beneficiaries in the host organizations. The training will consist of two courses for each host partner. In the 1st course the host institution will seek to develop skills related to the initial phase of a local plan development participated (training in the 1st and 3rd flow). In the 2nd course, we will focus on skills related to the final phase and to the evaluation of a local plan development participated (training in the 2nd and 4th stream). It will be a final event and dissemination of the results (Action 6). the reference methodology for the project, in full harmony with the technique of the LFA, is participation to a common plan to sharing by all stakeholders, of the needs, objectives, content, skills and expected results. The project includes 6 activities, 22 operational tasks and 12 deliverables. For more description of the final products, see Annex to the "Description of actions and expected results." The short-term impact (Output) concerns: the creation of a working group composed of experienced professionals in the training of adults; Getting a quality training covering all the process of the development plans participated; Develop in the group of beneficiaries, a greater awareness on the importance of the methodologies used in the project. The project will achieve the following long-term benefits (outcome): Increased quality of training proposal at the local level, by the members of the consortium; Positive impact on the quality of participatory at local development plans; improving the quality of training of public and private operators (cooperation and crafts)
