Air traffic control, aviation security, airspace defense of EU and NATO partner countries, maintaining a climate of peace are goals that should be the priority of all interested states in a secure economic and social development.At this time, these functions are performed by the armies of partner alliances mentioned. This however might change:• With a possible reduction in the number of armies• With changing of concept on airspace defense and disposal of these tasks to third parties, civil society• With involvement of civilians by developing their conscience on safety issues in space but also in air transport.Regardless of the categories of the population involved in this system, their professional development still remains the priority number one. This considering that:• internationalization is felt all work programs,• technical development has accelerated and systems are part of daily life• the number of people who want to pursue higher education is increased• European Union's involvement in updating curricula in accord with the labor market is increasingly strongFor these reasons, higher education institutions that prepare graduates in aviation safety must join forces to give common competencies, absolutely necessary to the graduates in the field. The AFAHC and its partners decided to realize a common module of study "Integrated Systems for Aerial Surveillance" that would provide graduates with the skills and qualification that can provide quality services on a labor market where rules and regulations are very strict.These goals want to reach the next target groups:• Students and teachers from the partner universities.• Beneficiaries of Academy’s graduates, the employers.• Makers, ministries of education, national and international agencies in the field of quality in education.Identified problems: the inadequacies in curricula in field of aviation, to be completed in the 3 academies and at European levelCause: inexistent of a common module (plan) of study to provide the necessary skills in this specialty graduatesEffect: improper collaboration between specialists in crisisThe project aim is to remove these inadequacies.It followed the project objective: creating a common module of studyResults required to be obtained:• Identify the common competencies (skills)• Creation of the common plan of study and related courses: The result will be the list of the appropriate mandatory and optional courses and the period which such common 2 months or 1-semester module is to be applied• Making e-learning platform and videoconferencing systemFor all those listed above will conduct specific according to the diagram with main activities. The budget of the project was elaborated in accordance with the Erasmus+ Programme Guide section Strategic Partnerships and is intended to be use for general project management and implementation• Periods of study to achieve the program's draft• The teaching / learning intensive periods• Periods of mobility students / teachers: for testing and evaluation of the designed courses by the means of diferrent possible mobilities• Team works of the project teams and steering committee's meetings• Dissemination activities throughout the project; and good practices will be also done in each partner's individual actions, with logistic support from the grant - mainly promotional materials.• Assessment activities of the the project’s status • Impact assessment activities for target groupsThe included courses in module aim to provide competencies to the graduates in a wide range, from technical field to that of risk management. All of these, at a high and modern level based on the use of equipment and IT systems and developing new approaches for the actions of teaching / learning.In a constantly changing labor market, module development brings a chance of professional alternative for graduates of military academies involved in project to civil environment and helps to promote cooperation, mutual learning activities and exchange of experience at European level. The project want be a continuation of collaboration between the academies and a first part of some common modules at diferrent level of study.If now the number of students in this field, in the academies involved, is several hundred, the successful projects can bring universities involved with several civil and military universities across Europe which have as their object training experts in air safety and control aircraft in the air.Developing of the module will be done with respect of the rules of equal rights and environmental protection.
