Strenghtening European Education in Renewable Energy Utilization for Sustainable Economy
The project aims to transfer innovative vocational education in the renewable energy technology to Hungary, considering the huge potential of the green sector and realizing the lack of such training in Hungary at present. In spite of the fact that there are more than 65 billion Forints allocated for green investments in 2007-2013 Cohesion Fund and the EU 2020 Strategy foresees much more resources for the 2014-2020 period, the potential beneficiaries and other stakeholders of the relevant sectors have very little knowledge on the technology available.Hungary, as it is set by the 2010-2020 Action Plan for the Use of Renewable Energy, wishes to create 70.000 new jobs related to the renewable energy sector and undertakes to raise the share of renewable sources in the energy consumption over 14%.Therefore a partnership was formed, led by a rural development association experienced in international cooperation and in implementing EARDF programmes, and complemented by a local (Somogy county integrated vocational education centre, TISZK) and a national (Rural Development Educational and Advisory Institute of the Ministry of Rural Development, VKSZI) stakeholder of the VET sector. They decided to develop related education by transferring innovative practices to Hungary.Careful selection resulted the choice of an Austrian vocational training in renewable energy technology: the Green Jobs modular training of Berufsförderungsinstitute (bfi) Burgenland. This training is integrated into the Resource Efficiency Action Plan (REPA) of Austria. They have already trained 50.000 trainees successfully (more than 50% employed in 3 months) and the REPA aims to train another 100.000 by 2020. Regarding the rank in the renewable energy use of Austria and the similar climatic conditions and closeness (enabling intensive cooperation) of Burgenland, it was the best alternative.Partners decided to put more emphasis on technology based on biomass (plant) production and ensure, that the training planned will have a holistic sustainability approach, beacause at the moment nobody is counting with the consequences of removing a vast quantity of organic material from the fields. Therefore partners convinced Altic, a Dutch research company developing state-of-the art technology for input optimisation and experienced in advising farmers, to provide their knowledge for adaptation into the new training.Considering the structure of the potential target group partners decided to transfer and adapt these innovative knowledges into a renewable energy technology training package containing three elements:PRODUCT 1, operated by TISZK, is a one year technician training for trainees finishing the basic training in agricultural machinery or mechatronics;PRODUCT 2, operated by TISZK, an adult training course for farmers and EARDF beneficiaries;PRODUCT 3, operated by VKSZI, an adult training course for rural development stakeholders (authorities, municipalities, related organisations).
