Strategic partnership for improving training in law enforcement public institutions

In EU space, for each citizen must be a security environment in which freedom, security and justice are guaranteed. The partners, public institutions with responsibilities in the field of law enforcement identified the need to develop common non-formal training programs which will be enable a better cooperation at EU level, to bring added value in carrying daily responsibilities, to open up opportunities for innovative approaches that produce long-lasting effects, leading to improvement of professional environment within the organization, introducing new methods of non-formal training in the workplace. The overall objective is to develop a strategic partnership with similar institutions and specialized ones in education, aiming at quality improvement of continuous training, institutional modernization and furthermore, the increased efficiency and effectiveness of the duties performed daily. Relevance of the project to the objectives set consists in significant increase of training capacity to improve the quality level of skills and competences of our employees by promoting lifelong learning. The specialists involved in formulating policies and strategic planning, in management of human resources and in continuous training activities, are 675 professionals. The activities are 1.Project management. 2.Policy learning and collection of good practices. 3.Training needs analysis, 4.Curriculum development, competencies profiles, occupational standards, on-line platform for non-formal training. 5.Train the trainers program. 6.Piloting the non-formal methods, tutoring, mentoring and job rotation. 7.Setting up monitoring and evaluation instruments for non-formal training process. 8.Strategic documents development. 9.Internal and external audit. Decisions will be made in the SC, consisting of the management team and one representative appointed by each strategic partner. There will be regular meetings of the project management team to ensure the effective coordination of activities, to compile monitoring reports and observing the conditions of eligibility. As an approach of the management process, the activity is based on the five functions of management: planning, organization, coordination, training, and control. Specific deliverables are technical and financial reports. The implementation team will provide the necessary data needed for the submission of periodic reports. Final assessment will provide information for the achievement of objectives, the impact of the project on the target group, the prospects for further development in the light of the acquired experience, satisfaction level of target groups, compliance with the proposed financial targets. Through the activities, the project not only brings fundamental changes to the curriculum design, also creates an authentic framework or practical implementation of this concept, through instruments able to sustain a convergence in the design and development of trans-disciplinary competences. The elaboration of innovative approaches will lead to enhance professional career developments. Attracting young professionals in tutoring programs will lead to foster their professional development. Attracting older professionals in mentoring programs will lead to preserving the knowledge in the institution after their retirement, at EU level. Participation of specialists in policy and strategic planning in project activities will lead to dissemination of institutional commitment for mentoring, tutoring and job rotation. At the level of target group the impact foreseen is on increasing interest of all colleagues to take part in similar training activities, increased intercultural awareness, better cooperation among colleagues in EU and international missions. The practical implementation of the project outcomes will produce a lasting impact onto the consolidation of a sustainable training program in this field, which seeks to address a broad range of barriers that may inhibit individuals from seeking and maintaining interest in continuous professional improvement. It will also contribute to the preservation of the knowledge in institutions when personnel with huge expertise are going to retirement. The participation in non-formal training programs will lead to increased interest in and openness to EU best practices, reflected better on the improvement of their own training methods and own work, application of new teaching and learning methods, introduction of new learning contents and focus on the European dimension in training, as well as better capability of dealing with a diverse or multicultural groups, to improvement of the quality of foreign language used during common missions al EU level. The strategic partners will develop a stronger European dimension in day to day life of their institutions, establishment of partnerships and cooperation between them, introduction of new management strategies, ideas and practices.
