Staff mobility to enhance active aging

The Malta Communications Authority (MCA) has been organising several ICT training EU and national funded projects for the past 8years, aimed at reducing the digital divide by bringing individuals closer to technology. In order to enhance the knowledge and to ensure continuity in this area, the MCA is planning to continue delivering further training to the general public. To do so is essential that staff members are offered the possibility to further their knowledge through exchange of knowledge and job shadowing with other EU organisations in the same field. Information and Communication Technologies (ICTs) have been driving profound changes in the ways that groups and individuals experience their daily lives. Older persons are not an exception and the European Union is very attentive to the potential of ICTs towards improved levels of positive, productive and successful ageing. The Declaration resulting from the Ministerial Conference ICT or an inclusive society (Riga,2006) underlines the need to address ICT possibilities for Active Ageing. The Ministerial Declaration clearly states that the European Union’s priority is to ensure that Digital Technologies are open to everyone, including older persons, to be utilised in the struggle against social and economic exclusion. The issue of Digital Inclusion in later life is also a priority area in the Digital agenda for Europe, the Commission’s action plan for ICT that was launched din 2020. 150 million European people are not actively participating in ICT. This translates to 37% of Individuals between the ages of 55 to 74 years that never used the Internet. In Malta this amounts to 48%, whilst in Denmark this amounts to 8%. As a result Denmark was chosen as one of the partners for this staff mobility programme.In order to address this deficiency the MCA strives to support the National Digital Inclusion programme that ensures that people in later life have the ability to engage with computers and the Internet and to progress their learning to other types of Digital Technologies.The aim of this Mobility Programme is to collaborate with key partners across the EU to establish best practice models for prompting Digital Competence in later life, whilst also providing a channel for discussion and debate on digital inclusion issues concerning older persons. Furthermore this will help to strengthen learning sessions on computer and Internet Technologies that target older adults and address specifically the insecurities, troubles and difficulties commonly faced by this cohort of learners. With this mobility programme, the participants will learn to better develop a curricula that is user friendly, simple and intuitive as possible and makes available elder-learning opportunities in ICT. This collaboration will mainly involve disseminating knowledge and experience, pinpointing similarities and differences between the countries in engaging the elderly in ICT, and discovering new ways to encourage best practices that focuses on engagement and motivation methods to bolster the use of ICT by the elderly.
