Giving a boost to business culture through stimulating creativity, building partnerships, encouraging innovation, the project SEECEL covers primary, secondary and tertiary education, as well as life-long learning. The aim is to foster creativity, and a readiness to grasp opportunities. The overall objective is to boost a functioning market economy in the region, to bring economic and social benefits to everyone – business, consumers, and society at large. But more immediately, it is to support people – especially young people – to liberate their own sense of self-reliance.Keen on ensuring a more definite contribution of education to their competitive standing, the countries of South Eastern Europe have signed up to a number of benchmarks which aim to promote more developed learning economies. Enshrined within the European Charter for Small Enterprise and the Small Business Act for Europe, lifelong entrepreneurial learning stands apart as a specific area for development.The South East European Centre for Entrepreneurial Learning is an independent, non-profit institution founded in 2009 on the initiative of eight (8) South East European countries. SEECEL has identified a set of strategic goals that will determine the success of its work programme during the continuation of its operational activities. In the upcoming three years period (2013 – 2016), SEECEL will continue to work on accomplishments of a set of strategic goals listed below. These strategic goals are already translated into practical annual work programmes, which outline in more details the specific working components of SEECEL and respective implementing mechanisms and tools.The overall goal is: • To further work on systematic approach to development of the entrepreneurially literate societies across the region and to support alignment of national policies with EU recommendations and policy essentials related to lifelong entrepreneurial learning..The specific objective is: • Building on existing activities and results from the 2009–2012 implementation period and developments achieved, to further develop the lifelong entrepreneurial learning system through identified set of strategic goals in line with Human Capital Dimension of the SBA for Europe.
