South East Baltic Transport Link (SEBTrans-Link )

SEBTrans-Link is a direct continuation of the former Interreg II C project SEBTrans. This SEBTrans project identified strong demand for improved infrastructure in the SEBTrans corridors. In the North-South Corridor, building the A1 motorway (Gdynia – Lodz) in Poland is a first priority together with improving the section within Sweden (Gothenburg – Borås – Växjö – Karlskrona). Road improvements promote local, regional and interregional cohesion most efficiently in the short term, though rail also needs improvements to be able to reach long term sustainable transport networks. Port infrastructure should be developed in co-ordination with the hinterland links.The main objective is to facilitate investments and other initiatives along the SEBTrans North South Corridor in order to promote sustainable development, economic growth and to stimulate business renewal and innovations in the zone of its influence: the corridor from Gothenburg-Borås-Växjö/Kalmar-Karlskrona in Sweden further south to Poland along the route Gdynia-Lodz. One aim of the project was also to achieve recognition of SEBTransLink as one of the TEN/TINA/Helsinki Corridors.Approach- Expanding, merging and linking local labour markets- Stimulation of business renewal by improved accessibility in transport networks.- Protect the natural and urban environment and promote cultural assets.- Strategies and plans to improve infrastructure and channel spatial development- Developing a breakpoint system based on rail transport Achievements: The project partnership reiterated the importance of connecting the Baltic Sea Region to the main European transport systems like the TEN system. Furthermore all partners agreed on the need for investments in the ports and in the hinterland connections in order to meet the demands of the future. The networking will in Sweden be taken further by a Baltic Link Association.The Swedish partners identified a transport corridor, gave it an identity and decided to continue the work towards its recognition as a European-wide interest. Besides other efforts, they chose to give priority to investments in connection to the port of Karlskrona. In addition, detailed analyses and investment plans for 12 objects within the Swedish part of the corridor were made.A concept for a goods shuttle between the port of Gothenburg and Karlskrona was developed by the Swedish partnership. Suitable transfer points - called break points – where goods could be transferred from road to rail, were identified. Possibilities to support the expansion and integration of local labour market areas, using fast and effective public transport in the corridor, were also studied by the project. Furthermore, the need of more specialised and diversified services with regard to air traffic and public transport was emphasised.In Poland, SEBTrans-Link was involved in the lobbying activities and the discussions leading to the decision and approving of the A1 motorway as a priority object within the TEN-system. In addition, the project promoted investments to be made in the port of Gdynia including communication links.All in all, the studies carried out by the project showed that the Baltic Link could be developed as an artery for efficient and structured public transport systems, and as an alternative corridor for long-haul goods transport between Scandinavia, Central and Eastern Europe further to the south and east.
