Focussing on the spatial and geographical structure of the South Baltic Region, air transport becomes increasingly crucial to surmount long distances and barriers respectively crossing waters, to improve time sensitive internal and external transport links. Joint improvements of air transport networks are essential to outweigh partial remoteness and increase regional competitiveness for better realisation of the social and economic cohesion within the EU. Studies on regional economics underline the relevancy of regional airports for the regional development and territorial cohesion. Notwithstanding economic contributions and passenger volumes regional airports are not able to cover their operational costs and increasingly are facing new financial, economic, and operational challenges. Due to the limited access to hub airports, lack of regional accessibility, constraints for inbound tourism potentials, stagnation of air traffic volumes, lack of new flight connections as well as cost- and public pressure on regional airports, innovative, cost-efficient strategies and solutions need to be developed.Considering the principles of cross-border co-operation and partnership, under the platform of SOUTH BALTIC GLOBAL ACCESS regional authorities, economic development agencies, regional airports and associated airlines from Rostock, Bornholm, Växjö, Palanga and Szczecin exchange and jointly design feasible response strategies to safeguard and develop sustainable and competitive levels of accessibility by air. Anticipating proposed project methodology SOUTH BALTIC GLOBAL ACCESS foresees following activities to overcome proactively accessibility challenges in the South Baltic Programme Area: - Study groups and joint assessment of South Baltic specific route potentials, hub access and tourism potentials, - best practices exchange and common development of strategies for the application of Public Service Obligations (PSO) and EU-funding, - cross-border working groups on South Baltic destination marketing and airline acquisition strategies, joint lobby initiatives. Summarizing expected results SOUTH BALTIC GLOBAL ACCESS will: - increase South Baltic accessibility and connectivity by air, - increase regional competitiveness, territorial and social cohesion,- enable additional airline routes, hub connections and frequencies, - raise passenger and tourists volumes, - reduce financial burden on airport and airline operators and - improve internal and external perception of the South Baltic Programme Area. Achievements: Since the beginning of the project, 14 General Assemblies and Partnership Meetings took place, thereof two during the reporting period. Seven project progress reports were prepared and clarified with the SB JTS. During the reporting period another new annex to the Partnership Agreement was developed and discussed. The request for major change including budget change was prepared in autumn 2013 and appoved by the SB JTS during the reporting period.The development and production of the SBGA website was finished and the website was launched (http://www.south-baltic-airport.eu/). Six newsletters were prepared and disseminated. Several press conferences took place, one in the reporting period. The project leaflet was produced and disseminated. During the reporting period a new version of the leaflet was prepared and printed. The project was represented at several events. Passenger potential analysis and implementation folder for five (all) partner airports were prepared. All partner airports received an update of the analyses for selected routes and an additional analysis for selected new routes. Project Partners participated in several Tourism Fairs and Route Development Conferences.Project partners approached airlines and discussed new routes. Several new routes opened (see project newsletters, published on the project website for details). All project partners are in close contact with the local economy and other stakeholders in order to discuss and analyse market needs for new and improved air transport routes.The results of the "pilot project" airline route marketing (for the route Rostock-Frankfurt) were analysed by C&C Contact & Creation. C&C supported partner airports in the development of route advertising measures. Partner airports used project budget for route advertising measures.A workshop about best practice Public Service Obligation (PSO) took place and Palanga Airport executed the tendering procedure for the development of a PSO application guideline and study on regional economic justification of PSO. UNICONSULT Universal Transport Consulting delivered results for both tasks of the study: PSO Best Practise Application Guideline and Calculation of Regional Economic Justification.Two best practise tours took place and the documentation of the results of both tours was finished. The tendering of two external services in this component was organised by the implementing partner Destination Smaland. The Swedish service provider Graffman AB delivered final results for tendered tasks 2 and 3. UNICONSULT delivered results for task 1 during the reporting period.
