Social Inclusion of ethnic minority and migrant youth in structured dialogue process.

Structured Dialogue is now in its third cycle, devoted to “social inclusion”, and will conclude during the Greek presidency. The ‘Structured Dialogue’ conference during European Youth Week was a key step in the enhancement of social inclusion process. Its aim? To ensure that young Europeans and their organisations have a direct role in shaping and adopting those policies that directly affect them.
Migration and migrants have become a widespread phenomenon and characteristic of the European society, often forming closed enclaves of ethnic minority groups lacking access to citizen's rights and responsibilities. This Meeting between Young People and Decision-Makers in the Field of Youth will address the following priority of the Structured Dialogue's third cycle: promoting social inclusion, equality and combating all forms of discrimination; taking account of possible differences in the living conditions, needs, aspirations, interests and attitudes of young people due to various factors, paying particular attention to those who, for different reasons, may have fewer opportunities.
This project will aim at knowledge sharing and mutual learning about situation with migrant and ethnic minority youth and their empowerment to participate in structured dialogue between youth and policy makers. This debate will create a better understanding of processes that go in hand for policy makers and access migrant youth to social inclusion and policy making to be able to represent aspirations of certain groups of young people in a more balanced manner. Experts and youth policy-makers will be able to improve their understanding of young people’s opinions and needs for change in this field as well as support the structured dialogue, emerging follow up initiatives and bridge the gap between theory and reality of youth policy making. Through structured dialogue in this project, youth policy-makers and young people together can define how the concerns of young people in equality, social inclusion and employability can be effectively addressed through different policy fields and policy measures.
This Meeting between Young People and Decision-Makers in the Field of Youth will put together 72 youth peer leaders from the UK, Latvia, Portugal and Bulgaria and involve experts and decision-makers in the field of youth policy as direct participants. The young people will be chosen by the participating partners and agreed criteria is that they will be peer leaders / educators (aged 16-25 with some youth rights and community participation project experience committed to working directly with peer young people on issues related to migrant and ethnic minority youth empowerment) with a goal of 50:50 ratio of male and female participants to ensure gender balance.
The objectives of the project are:
- to conclude the recommendations on social inclusion, by addressing the role of youth entrepreneurship in promoting social inclusion of young people,
-to reflect on and clarify the migrant and ethnic minority group’s role/support/influence for youth policy making,
-to gain a better understanding of policies around migrant and ethnic minority youth groups for the future at European level,
-to encourage participation from migrant and ethnic minority youth groups and representation of their voices and views in structured dialogue,
-to define possible realistic strategies and solutions towards accessing migrant and ethnic minority groups to Structured dialogue process,
-to be able to improve youth policy-makers’ understanding of young people’s opinions and needs,
-to examine and introduce equality mainstreaming as ways to promote equality, inclusion and public recognition towards migrant and ethnic minority groups' inputs,
-to provide relevant tools in order to increase competencies to deal with active participation of target youth in the process of structured dialogue.
We will use a participant oriented and interactive methods to reach the aim and objectives. The programme of the Trans-national Youth seminar will be based on non-formal learning workshops and presentations and will be divided into two parts. Some presentations will be given by young people to experts, youth policy-makers and representatives of the main bodies responsible for shaping inclusion policies. Other sessions and theoretical inputs will be devoted to workshops facilitated by experts and youth policy makers about empowerment of migrant and ethnic minority youth. The learning activities will be complemented with communication and social games. Through this approach participants will be able to confront on the theme.
One of the experiential outcomes of the project evaluation will be for migrant and ethnic minority youth to discover common visions, concerns and realize that social cohesion between them and with the experts and youth policy makers is a powerful tool to influence change.
