smaRt Energy chains and coMmunIties in the meD Area (REMIDA)

REMIDA aims at developing new EE and RES solutions in Mediterranean cities, through the strengthening of the local energy policy and strategy and the promotion of a smart management of energy supply and demand. In particular, REMIDA intends to test and implement new schemes of private-public-people partnerships (PPPPs) to encourage the demand for EE and RES and the development of smart energy chains and communities. To achieve these objectives, REMIDA identifies methods&strategies, analyses and exchanges experiences on smart cities, increases capacities of administrations on EE and RES theme. In particular, REMIDA starts with a detailed assessment of the energy systems in the target areas to outline a clear framework for the next actions. Then, existing initiatives and case studies at transnational level about EE and RES in smart cities are evaluated to emphasize different aspects of the experiences(PPPs,communities,EE/RES in urban planning) links with main European initiatives is activated and a capacity building action is carried out both at transnational and local level. As finishing line, the sustainable energy action plan is delivered, representing the strategic tool encouraging the transition process towards -smart energy cities-. The transition process is activated and sustained by new public-private-people partnership schemes (PPPPs) representing a core element of the smart energy communities/chains, inspired by the living labs models. The PPPPs can be considered a model of cooperation allowing for the implementation of the SEAPs and are a common key feature of the pilot actions. The pilot activities are the start up of the new smart energy communities/chains and of the SEAP/SEP: one of the priority/subpriority identified in SEAP/SEP is selected, accompanied by the partnership to find the best solution of PPPP for that priority and to be -ready to investment-. Last, a final review evaluating the pilot activities and highlighting the lessons learnt is realized to provide operational recommendations for MED cities. Actions produce the following main results: adoption or integration of SEAPs/SEPs by the local administrations involved creation of smart energy communities and chains by PPPPs and recommendations to manage this process introduction of PPPPs models in the strategic planning on local energy and other development policies Operational/investment assessments on EE and RES as first step of further larger investments improved capacities in local administration on -smart energy systems- and how to implement/manage them. The transnational dimension is a key element of the project: involved areas have the common need to develop smart energy systems, start from different level of institutional and technical experiences, partners boast and share complementary skills. Those conditions and the transnational working method generate pivotal synergies on the development of the project and stimulate solutions not reachable at local level.
