SIGNALL III - Working with the Deaf Community

Deaf people continue encounter barriers to education, employment and access to the provision of goods and services. It is necessary to understand Deaf culture and equip those working with deaf people with necessary education,training and qualifications so that they are better skilled in bridging (at least) a communication gap as well as being able to better under Deaf people’s needs. The education sector is targeted as evidence shows poor educational access, lack of societal integration, stigmatization of sign language (SL) users which has led to low levels of literacy, under employment and low levels of educational opportunities. SIGNALL III builds on the concept and audiences of both former projects SIGNALL I and SIGNALL II that have made a very significant impact reaching audiences in Europe, Australia and the USA. Because of the success of the concept of the SIGNALL and its brand, the multiple transfers are proposed. What is proposed? - SIGNALL III proposes to transfer a current University course - Working with the Deaf community is offered as part of accredited courses at the Centre for Deaf Studies, Trinity College Dublin, that will carry 10 ECTS points and deliver it on-line using MOODLE. The course is currently available only to students of Deaf Studies and interpreter training programmes at CDS. It will be customised for educators and will also be available as a stand alone course as well for those registered as full time students across the EU. Multiple transfers are proposed: The concept is transferred to new geographical areas; this course that is already accredited and tested with enrolled student is transferred to 4 new countries, in 4 languages including 5 sign languages and the traditional way it is be delivered will now be offered as a blended-learning online course making it fully accessible. The course is particularly aimed at people working with the Deaf community and also targets teachers and educators or Deaf people.The consortium is comprised of world renowned organisations supported by European experts. The promoter has extensive experience in consulting, training and education and supporting the Deaf community. The Centre for Deaf Studies is the lead academic partner with content expertise and TCD is the accrediting body. The University of Sussex and the Finnish Association of the Deaf leading experts in Deaf advocacy, training and education. Hogeschool Lessius is based in Antwerp is a subject matter expert in Deaf studies and sign languages. The Turkish National Federation of the Deaf is a new and the only non-EU partner who will filter SIGNALL III at education and employment policy level in Turkey.Products include (1) Working with the Deaf Community 10-ECTS course; (2) Multilingual/signed website; (3) DVD footage on Deaf education; (4) Digital book on EU Deaf Education, (5) Practical guidelines for educators, schools and colleges working with deaf learners, (6) Outreach seminars and information leaflets.
