Culture contributes to the development of our towns because it is a significant source of job creation and of the factors that determine the location for investment, and it plays a positive role in promotion and in social integration. In this way, Structural Funds have given our towns a number of possibilities to support cultural measures. These have been applied mainly to classic ways of conserving and developing heritage, almost always companies that help to reinforce the tourist sectors capacity and guarantee its sustainability. However, products, cultural industries and existing historic heritage all offer possibilities for economic development that reach far beyond these more classic measures, and that have not yet been properly put to use. If development policies are conceived to realise the full potential of the economic activity linked to cultural industry and the encouragement of creativity,more high-quality jobs can be created, contributing to the growth of European competitiveness while resolutely preserving its cultural identity, both present and past. Overall objective / Objectif général Discovering new ways and methods for developing the economic potential of cultural industry and for testing alternative approaches in order to develop historic heritage by encouraging contemporary creativity. The validation of guidelines for the future articulation of measures to support culture using structural funds for regional development. Projects carried out and financed by structural funds have encouraged the preservation of accumulated architectural heritage as well as the development and consolidation of the tourism sector. The idea for the project has come from Cordoba Town Council, but it synthesises shared concerns and aspirations, not only for the towns/countries participating in the project, but also for a number of institutions and towns from different parts of the community. The aim of this project is to show that the preservation and projection of a countrys cultural identity is a key factor for its competitiveness, and that culture, when well channelled, can be a powerful engine for generating economic activity and employment. As a result, the cultural policy of the European Union deserves a more important role within regional policy if we wish to attain a more united, competitive and consolidated Europe. Expected results / Résultats attendus A) Validation of a work method that aims to study alternative formulas to support the development of cultural industry using structural funds. B) Emergence of economic activity linked to cultural industry and «more profitable» use of heritage. C) Improvement of the management capacity of the 5 participating institutions. D) Transfer of experience to other European operators so it can be applied. Long-term repercussions: A) Using culture to create employment and economic activity in the networks towns. B) Transfer of the networks work methods for the development of national and European policies to aid development, to consolidate and improve the competitiveness of the cultural sector. C) Reinforcing the importance of cultural policy within community regional policy.
