The main objective of the Europlata project is to establish a strong Euro-Argentine network of universities that will last beyond the scope of this projects to (1) the furtherance of excellent and socially committed individuals; (2) the enhancement of the capacity-building power of institutions; and (3) the improvement of regional and inter-continental relations. Europlata has a strong focus on those areas that have been identified as regional and country needs and primarily evolves around the creation of a common higher education area that is closely related and dependent on principles of equal rights and opportunities. The seven European universities and the eight Argentine universities who are members of the consortium all are academically respected but their experience with (large) internationalisation programmes such as EM varies greatly: 50% of the Argentine universities have not before participated in EM. The same is true with regard to the size, geography, and their socio-economic situation of the Argentine partners. These factors greatly enhance the scope and relevance of this project in its promotion of sustainable development, policies of inclusion, the development of human resources and international co-operation capacity. The consortium leader and some of the European partners, on the other hand, have ample experience in leading large international projects and will disseminate this knowledge to the other universities. In short, Europlata is designed to develop higher education teaching and learning capacities, build management capacities and foster institutional cooperation within the region and between regions. Particularly relevant in this respect is the incorporation of new universities in the global process of educational recognition and curriculum development. Brief description: The focus of Europlata is on exchange at postgraduate level (PhD, post-doctoral and Staff) in the area of selected thematic fields in the Social Sciences and Public Law. In total, the project foresees to exchange 58 individuals from Argentina to Europe for a period of one month up to thirty-two months. The project will run for a total period of 48 months. These individuals are expected to become ambassadors of international education and form the bridge between Europe and Argentina in their future careers as scientists, policy-makers or administrators. The programme aims to promote and enhance cooperation between the partnership universities. Additionally, it will further the process of educational reform, curriculum development and international study recognition and involve new universities in the process. Particular emphasis will be made on creating a better understanding among partners of the research cultures and the education of researchers in both Europe and Argentina. Special emphasis is put on cooperation with less favoured areas in the countries involved, which should result in advancing the quality of universities in those regions. This is underpinned with a clear policy for equal opportunities, assuring gender balance and preventing brain-drain. The project is based on a Partnership of 8 Argentine and 7 European universities. 6 institutions will act as associate partners. The Argentine universities have been chosen because of the diversity they represent, which is characteristic to the Argentine HE situation. It involves one university (UNSE) in a less favoured zone, but includes also other universities that particularly attend to the needs of underprivileged regions in other provinces (UNLA, UNSAM). All universities in any case are public and main centres of educational reference in the country and in terms of percentage host large numbers of students from less prosperous backgrounds. Europlata will be coordinated by the University of Groningen, the Netherlands, which has ample experience in the management of international projects, including in Erasmus Mundus Action 2 (ECW).
