This project has the acronym ELEMENT which stands for “Egypt-Lebanon-EU Mobility Exchange NeTwork” The consortium consists of ten EU universities spread over eight countries and a good mixture (public/private, large/small) of five Egyptian and five Lebanese universities geographically covering the two countries. The consortium is thus able to offer a wide variety of thematic areas which match the national needs identified by a needs analysis (including scoping visits) and existing excellent contacts with the partner institutions. A total of 186 mobilities will be offered to undergraduates, graduates, doctoral and post- doctoral scholars as well as academic and administrative staff. By promoting the profile and visibility of the European Higher Education and enhancing the international cooperation capacity of Egyptian and Lebanese universities, ELEMENT will share European good practice and knowledge in the operation of a staff/student mobility scheme. Using a transnational context, management know-how and innovation will be transferred to ten Egyptian and Lebanese universities.The ELEMENT consortium will create a strong and sustainable network of cooperation designed for the development of a knowledge society and mutual understanding. The enhancement of managerial capacity between the participating universities by the promotion of the Bologna process, the transfer of know-how, expertise and the creation of an efficient, fair mobility process for students and staff will strongly foster international cooperation capacity building in the third-country institutions. The objectives can be summarised as: • To better adapt the Egyptian and Lebanese institutions to contribute to their national development needs and to respond to globalization challenges. • To help in the development of transparent, free and fair educational systems • To better integrate the Third-Country universities within the Euro-Mediterranean area. • To contribute to the mutual enrichment of societies by developing the qualifications of the three target groups at all levels. • To raise the academic level and international visibility of Egypt’s and Lebanon’s HE. This will develop and strengthen the HE teaching and learning capacity of the third-country institutions.
