Treating culture in poor neighborhoods can not be done without recalling some observations. Many studies tend to highlight a relatively mixed picture. Indeed, successive surveys underline the failure of cultural democratization desired by Malraux and maintaining strong social disparities in access to culture. The figures show that it is always the more affluent social classes attending cultural structures while the smaller categories remain away from these practices.Social exclusion is thus accompanied often a form of cultural exclusion. Note however that this cultural divide is not just about the most disadvantaged groups, and a gap appears to have widened between the company and certain current forms of art.Cultural dynamics is observed in the popular neighborhoods still encounters obstacles and raises a number of questions. Among these, it seems important to question one hand the question of the participation of residents and, secondly, on the issue of same port artistic and cultural projects, these two points constitute key issues current cultural policies.Today, there is a multiplication of artistic and cultural projects that are based on the expression of speech of the people. Giving voice of people in deprived neighborhoods can also answer a militant type of commitment in some way. It may thus be to mobilize people on certain social issues, to alert local officials on specific issues, to initiate a dialogue between several partners around local issues, etc.Coordinated by MARAGUIRI Association, the "Rhythm and intercultural heritage in the city" aims to encourage innovative initiatives in the field of music education, based on intercultural potential of traditional music today present on European soil .Intercultural education should develop each of the skills live with others in a society where cultural diversity is seen as an asset. Traditional music is a privileged educational tool because they are strong markers of cultural identities, they have high permeability to external inputs and that their practice is essentially collective nature.The intercultural encounter is human and universal, aims to highlight but also the preservation, enhancement, promotion of cultural and artistic heritage rhythms, traditional music instruments and music.This first edition about the participation of 04 partner organizations from 4 countries program, with the participation of 40 young people. It will be held from 4 to 11 July 2016 in Angoulême (Charentes).
