Rural-Urban inclusive governance strategies an tools for the sustainable development of deeply transforming Alpine territories. (RURBANCE)
Date du début: 30 juin 2012, Date de fin: 29 juin 2015 PROJET  TERMINÉ

The main problem to be faced through the project is the poor efficiency and effectiveness of the policies to offset the relation among urban and rural areas and their development model. Such an inefficiency is due to the complexity to merge in an organic whole a lot of sectorial policies which have been carried out to tackle the critical situation in terms of loss of competitiveness, landscape degradation, lack of water and soil quality, loss of biodiversity, territorial fragmentation and abandonment, intense use of the resources, quality of life decay. A balanced development can not be achieved with sectorial interventions but only by crossing the segmentation of the territorial governance policies. As the problems are very complex, any solution to be effective needs concretely defined pathways to ensure the inclusiveness of the decision making process. Therefore, the rural/mountain and urban communities should be considered as equal players in a win-win game where one each other they can exchange knowledge, development models, values, investments. Achievements: The partners have worked on two levels. As a Consortium, they developed a common path which consists in structured local working tables for the design and sharing of visions for the rural-urban development. All the steps of the work, to be followed in each territory, have been defined together starting from an innovative approach that recognizes the value and the impacts on policies of the rural-urban relationships. Moreover, for each Territorial System the pilot activities have been defined: projects about sustainable mobility, leisure, rural development, inter-municipal cooperation and spatial planning, food and short chain, periurban agriculture, greenways, environmental services are under planning and will be developed with the support of Rurbance. In the meantime, the partners have worked in the field of policy readdressing at a local level (e.g. in the field of spatial planning) and, where possible, at regional level (e.g. in the framework of the structural funds planning).
