The overseas regions (URP ) ( Guadeloupe, Martnique and french Guyana) althrough doted of talents in culture industrices included art , photography and audiovisual crafts, performing arts , the sound and music industry books - comics , visual arts, editing software arts ...) still has a weak developpemnt of their creatives & cultural (CC) . The overseas CC 's industries are poorly structured and not even networked. According to the EU , in europe the cultural companies are the main actors in job creation. They 'r employing millions of people inside the UE 27, actively contribueting to the UE's growth domestic; in the overseas in particulary in Guadeloupe has reservoir of jobs in cultural and creativ industries , witha 30% unemployement rate in 2013 sources of job center, a prime moover for a economic developpement and the cultutral divers cities . The Arrimagegood'iles agency aware of the state , creates "the RUP UP RISING ! " project programme of the renforcement of the institutionnals abilities of the artistics sectors. The aim of the projet is to facilitate the rise of a generartion of the entrepreneurs in a french overseas regions. Trought 2 years , we have been trainning and networking by the profefesionnal with the help of UE partners such belgum and spain to develop our abilities with acces to methodologicals tools in order to gain a culture vital for creativity renforcement and developpement of their activities which could be available to local and international market. The exeptations of the project are developp : - european global methodologics of educationnal cultural promoting strategies trainning ( projects ingeneering ) - give a future entrepreneurs educationnal ressourcing from europe ( information, educationnal tools) - set a datatabase of the cultural organisation from europe that are proposing training and networking .
