Road safety is important for smooth accessibility of SEE regions. The road crash and injury tool within SEE regions accounts for social and economical losses affecting the development of South East European Space. In the EU 56% of road deaths occur on rural roads while 37% of fatalities are counted in built-up areas. 44% involves vulnerable road users such as pedestrians, cyclists and riders of powered two-wheelers. ROSEE will support governments at the national and regional level in the selected South-East European regions to improve coordination in promoting, planning and operation of primary and secondary road networks with an emphasis on improving traffic safety performance and network accessibility. When networks are managed well, road crashes are infrequent and the severity of road crash injuries can be reduced. ROSEE has a two pronged approach: 1) On Primary networks the project will work with relevant national stakeholders to develop or strengthen mechanisms for including road safety as a standard in the planning and operation of the network and to define road safety objectives for the primary network in each country. To do this and to ensure synergies with other relevant disciplines, the project will establish a forum for regular dialogue and coordination that includes the relevant agencies such as roads, transport and interior. 2) On Secondary networks, the project will work with relevant national, regional and municipal stakeholders to design and test a model approach for strengthening road safety in the planning and operation of key segments of the secondary networks. This will include identifying a high-risk segment of the secondary network, agreeing with relevant decision-makers the key road safety objectives for the road segment and developing a multi-component strategy that outlines an action plan. This approach will be replicable and inform the content of future investment proposals.
