Restart@work: a strategic pattern for outplacement

Most recent problems on labour market and supporting European policies, are asking VET system to help people to find a new job, as they participate in training activities and career guidance services. The distance between labour market and VET systems is an emerging problems for both workers and enterprises.Fòrema has developed a pattern for outplacement Restat@Work, following total quality principles, helping VET systems in fostering their mix of offer, being more attractive for target group and managing present emergencies, but the current situation require for new solutions thanks to European cooperation.The aim is to transfer the outplacement pattern from Italy to Spain, France, Bulgaria, to enhance it through the contribution of partners, to return to Italy and finally to spread it in the EU countries, establishing a new thematic network.The established network (training agencies: Fòrema IT, Université Pascal F, Università di Padova IT, Indico Spain, Assitnet Bulgaria; social parts: Confindustria Veneto and CISL IT; Cartotecnica Postumia IT, public authority: Provincia di Padova IT) will put together all necessary competencies and expertise, to reach objectives and results and develop required synergies.Partners can count on: past specific experiences in training activities and career guidance; best practices on quality for VET system and e-learning; great proximity with final target of the actions; strong competencies in transnational cooperation and project management.Scheduled activities will generate: a new adapted pattern for outplacement and 3 national tested versions; guidelines for further transfers; 80 trained operators and training aid for transfer; 60 pilot actions; training and awareness raising actions to enlarge the initial network.The proposed activities will improve services quality provided by VET system, drawing them up to the new needs of workers and unemployed, and match issues from stakeholders on labour market at a local, national and afterwards European level. Thanks to European cooperation their activities will be more effective and attractive regarding target group and economic system needs. Those impact will be extended to all actors who operate in training and employment market, enlarging outlined collective learning process. Trainees and final beneficiaries will be assisted in outplacement and professional restructuring process, tackling urgent problem of unemployment.
