Réponses aux nouveaux besoins d'éducation relatifs aux liens de parentalité des jeunes adultes en situation de handicap

Three Luxembourgish service providers in the field of disability and young adults with special needs: l’APEMH, le Tricentenaire and La Cordée, gathered in a consortium to promote a cohesive European Development Plan in what concerns the implementation of Art 23 of the UN Convention on rights of persons with disabilities- the right of the disabled to found a family on equal bases with others. The Convention also foresees that States Parties shall render appropriate assistance to persons with disabilities in the performance of their child-rearing responsibilities. For this reason the consortium has identified that is a common need to train its staff to “appropriate assistance within the parenting of young adults with disabilities." as to guarantee the fulfillment of this right of the disabled within the service provision in Luxembourg. To better meet users’ rights and needs, the partners intend to improve the knowledge, skills and expertise of the professionals at the different levels of functions and responsibilities they accomplish such as: professionals who provide daily support for young adults, executives intermediates, entity management and boards of directors, professionals in vocational training, professional in quality of project development (support services) . To achieves this, the consortium intends to conduct 10 mobility activities over a period of 12 months as a structured training (exchanges, shadowing, immersion) within different specialized structures and organizations in Germany, France, Belgium, Netherlands and Greece (European project management). The hosting partners (organizations or associations) are all recognized for their actions and developed expertise in supporting the disabled within the parenting of his/hers child. Around thirty professionals from the 3 partners of the consortium, are foreseen to take part of the training and some of the them will participate in several mobility actions. The expected benefits of this plan are the improved knowledge and skills of professionals on the topic of parenting such as: - Innovative approaches within the support (inclusion, self- determination, co-design of life projects - Innovative provision: organization and service creation - The achievement of an action plan and institutional development - The training of professionals and recognition of mobility - The quality of the services provided - Quality assessment of coordination of European projects in adult education, and delivery of quality products The expected benefits for the user are the following: - Appropriate assistance on the educational needs of the disabled linked to his parenting - Empowerment of the disabled young adult in what concerns his/hers active participation, self -determination, his/hers accounting and responsibility within the parenting, and co-design of the life projects. Each of the 10 mobility actions will be evaluated through the use of different tools ( recorded feedback, debriefing meetings, evaluation of results and acquired competencies). These results and experiences will be included in well –defined action plan to be implemented within the service of the partners (support tools, services, training, recognition of mobility, dissemination). The implementation of these actions and the dissemination of results and a better exploration of the outcomes be coordinated and conducted both nationally and at European level, in line with strategically design dissemination strategy as to guarantee a greater outreach of audience. We strongly believe that this action plan is a concrete step towards the implementation and full enjoyment of the rights of the disabled as foreseen by UN CRPD. For this reason we intend to cherish the experiences and results we will gather, as it represents an important milestone within the creation and development of appropriate assistance to the disabled in the performance of their child-rearing responsibilities. http://www.un.org/disabilities/convention/conventionfull.shtml
