The project REZIPE calls on public administration to support the transition to cleaner and more efficient transport means as good as possible. The widespread use of the conventional used of internal combustion engines (ICE) is creating adverse effects near roads and especially in cities having high traffic densities. Emission of toxins and noise molestations are negative impacts resulting from the use of ICE. Recent attempts to establish biofuels in the transport sector on the other hand, have ended in troubles. The current generation of biofuels is depending mainly on food-like feedstock and modern internal combustion engines.Whilst those problems may be solved by using emission control measures in the long run, two problems remain when using ICE. Firstly the low efficiency creates a huge dependency on fossil fuels and secondly especially the introduction of efficient diesel engines has caused massive noise problems. The industrial excellence which has been achieved for ICE hampers alternatives competing on the market. Focusing on Central Europe, REZIPE will create a stronger awareness for zero emission vehicles fed by renewable energy, through the development and validation of policy tools comprising financial, regulatory and awareness initiatives. The energy used in zero emission vehicles (ZEVs) should come from renewable and/or clean energy in order not to impair the well-to-wheel balance. They are based on electric power trains (battery electric and catenary fed), have no local gaseous emissions, negligible sound emissions and offer plenty of options for renewable energies to be used in producing the electric energy. Achievements: The Central Europe Project REZIPE started in April 2010 and will approach the massive problems of the emissions from carbon dioxides, nitrogen oxides and fine dusts by using emission control measures for duration of 42 months. Within the REZIPE Prroject Upper Austria organized already the third "Solarrally". The annually organized event provides the opportunity to test e-vehicles or to participate with own. Nine municipalities alongside the rally-course organized exhibitions and activities relating to e-mobility. The aim of the "Solarrally" is to force e-mobility in combination with renewable energy. In Bolzano, the first solar charging station for e-bikes has been in operation for nearly one year. It is being used for recharging the REZIPE e-bikes, of which 15 have been put at the disposal of staffmembers, mainly the urban police. All other users of e-bikes can utilise the infrastructure by registering with the Municipality and installing a charging device on the vehicle. At the same time, the charging station produces clean electricity which is fed into the grid. The pilot implementation of Klagenfurt is already finalized and the testing period of e-vehicles within the REZIPE project took place from March 2011 to March 2012. For the testing period five charging stations, one photovoltaic panel (5 kWp) was set up and five electric vehicles were rented. Citizens have the possibility to make experience with the new and environmentally friendly technology. In Ljubljana seven e-bikes are available for rental at Hribitec or Elaphe and an e-car for testing has also been arranged. Furthermore 3 charging station have been bought and 2 already installed (220 V/380V, 4 plugs, for E-cars and E-bicycles). Reggio Emilia installed the PV charging station in a park and ride facility, located in proximity to the city centre.The five electric Piaggio Porter were circulating since July 2011 within the REZIPE project and have covered about 40,000 km, corresponding to over 3 tons of CO2 saved. Also the data gathered through the questionnaires submitted to the test users showed an increasing interest and sensitivity towards electric mobility. The demonstration project in Győr can be started in spring 2013. The preparation is running and a mobile charging station with 1,5kW PV panel will be realized in the next few months. It will be built on a trailer and therefore can be used on several demonstration places or events in the West-Transdanubian region. In Hungary e-mobility is not so popular nowadays yet as it is in the western regions of Europe. Therefore events for citizens will be organized.
