In the global context of fighting against climate change, the European Union has committed itself to reduce its greenhouse gas emissions by at least 20% by 2020. The main decisions are taken at the European and national levels but the results have to be achieved in the field. The regional and local levels have therefore a crucial role to play. The starting point of the project is a study on greenhouse gas monitoring methodologies in EU regions carried out in September 2006 by some of the project partners. To go further, the objective of the project is to improve the capacity of regions to build and apply greenhouse gases reduction policies, in order to contribute to climate protection.The main objective brings in 2 more specific objectives:> enable regions to efficiently monitor and observe greenhouse gases> develop regional policies for greenhouse gas mitigation using good governance processes (governance being defined in par.2.1.2)As part of the project, we also plan to strenghten the dialogue between regions and the EU on climate change policies and their implementation in particular through the Committee of the Regions.The partnership of the project gathers 11 complementary partners representing 9 Regions (out of which 4 are supported by their regional agency) and 1 international association of energy agencies and regions , with a balanced coverage of the EU Member States from a political and geographical point of view.The three knowledge areas that will be developed by partners and shared as part of the project are: 1) monitoring and observing greenhouse gases, 2) developing regional policies and action plans for greenhouse gas mitigation, 3) implementing strong regional governance. The project will elaborate assessment methodologies and produce manuals on the three areas, based on the exchange of experience on best practices that can then be used by policy makers.More regions will be able to benefit from the work done in the project, through the project webportal and other dissemination activities.The outputs of the project will include identifying best practices on regional climate change policies, addressing climate protection regional policies and preparing implementation plans on regional climate change policies. The project will allow to transfer successfully best practices, to improve regional climate change policies, to increase the capacity of the staff members of the partner regions and to create a network of regional greenhouse gas observatories as a standing working group within an existing network of regions and energy agencies (FEDARENE). In the short-term, the project will enable regions to set up greenhouse gas observatories, develop efficient climate change policies and use regional governance processes to do so. In the medium term, it is expected that greenhouse gas emissions will be significantly reduced. Achievements: In the context of climate change, the project Climactregions targets the exchange of good practices concerning the monitoring of the Green House Gases (GHG), the regional strategy to mitigate those GHG and the good governance involved in those strategy. The project was accepted in January 2010, it gathers 10 partners coming from 9 European Region and the FEDARENE. It has been launched in April 2010 in Lyon. 40 representatives coming from the whole partnership attended this meeting. To improve their skills, the partnership decided to meet at least twice a semester to discuss each time one of the three thematics leading the project. The first technical meeting took place in Genoa (Italy), in May 2011. This meeting was dedicated to the thematic of monitoring GHG emissions and energy balance. Some experts from Rhône-Alpes and from Liguria delivered their experiences on the subject to the partnership. This meeting gathers 40 representatives from the partnership.The second technical meeting took place in Lille (France) in June 2011. It was the occasion there to get feedbacks from external experts from the Nord-Pas de Calais Region and also from other network like NRG4SD about the question "what is a good governance?" within the implementation of an action plan targeting some GHG mitigation. This meeting gathered 50 participants. In parallel, the partnership exchanged intensively during one year about their good practices and with the help of the external expert Energie Demain, a European survey was launched in October 2010 to compile good practices around the three thematics of the project. This survey was completed in June 2011. It gathered more than 120 practices coming from the partnership and outside. All of these good practices are available on the website of the project. And during the second semester 2011, a dedicated interactive map was produced on the website to give a better overview of the results of this European survey. The third technical meeting took place in Berlin (Germany) in September 2011. During this meeting, the partnership learned about the different strategies which exist to fight against climate change within the partnership and especially how the sustainable energy action plan (SEAP) can be build on a local territory. This meeting gathered 30 participants. In October 2011, a workshop was organized in Lyon in parallel of an international conference on Climate Change. This workshop which gathered 50 participants from the partnership and the local institutions was dedicated to"the sustainable transport". It was the occasion to present the project Climactregions to a larger audience and to focus a specific and more concrete thematic. In this frame, experts from the Rhône-Alpes Region and from the Basque Country came to present their actions to support sustainable transport on their territory. During the same week, a meeting was organized with the European project ENNEREG in order to exchange about their respective good practices. From a more open European point of view and since the beginning of the project, the FEDARENE presents the project Climactregions to various European meetings or workshops such as the Open Days or the EUSEW (European Sustainable Energy Week).Moreover, all the information concerning the project as well as its progresses or meetings' news are available on its dedicated web site which is weekly updated. A newsletter is also published once per semester and is sent through the partnership net. Nevertheless, everyone can subscribe to receive it through the web site.
