The Project will contribute in development and improvement the consultancy services, which will be provided to investors. The Project will set up the preconditions for the development of the business support infrastructure (business incubators and industrial parks) in cooperating regions. The first problem concerns the fundamental differences in the labor market from different sides of the border. At the EU side there is very high unemployment rate, officially more than 13%. The unemployed in the region are former employees of industrial enterprises, so they are not very suitable for private entrepreneurs. The second problem relates to the logistics sector. Most of the goods are transported by sea to the port of St. Petersburg. Due to the congestion of the majority of cargo delivery times are unpredictable. This is a very great risk to many manufacturing companies in the region. Achievements: Outputs*2 marketing seminars for entrepreneurs conducted in St.Petersburg and in Tallinn; *1 visit of Estonian entrepreneurs to Russia and 1 visit of Russian entrepreneurs to Estonia organised; *Business incubator renovated in Ivangorod (Russia); *Detail planning for total area of 132 ha and industrial plots of 80 ha completed in Kulgu Industrial Park (Narva, Estonia); *Construction project of infrastructure for Kulgu Industrial Park (Narva, Estonia) prepared; *Construction project for a manufacturing business incubator (1 318 m2) on the territory of Kadastiku Industrial Park (Narva, Estonia) elaborated; *Connection to the electrical substation with electrical power 8MW at Kadastiku Industrial Park provided; *1 promotional video about business and logistical parks produced; *10 new office workplaces equipped for incubating entrepreneurs in Narva and Ivangorod Business Incubators; *2 sets of modern IT solutions for distance incubator services purchased, installed for Narva and Ivangorod incubators (interactive camera, microphone, LSD monitor, projector); *4 articles published in Estonia and 1 in Russia in local and regional newspapers about the project; *Promotional and marketing materials produced and disseminated (500 brochures, 1000 folders etc)Results*Created good infrastructural pre-conditions and conditions for investors for effective start of business operation in Narva (Estonia) and Ivangorod (Russia) border regions; *19 new clients start business in Narva (12) and Ivangorod (7) incubators; *7 start-up incubator companies have got a new partners and clients as a result of marketing made within the project; *6 production companies, with a planned total number of employees 615 people, have started to invest in the region; *The quality of incubation and consultancy services of business incubators in Ivangorod and Narva improved; *Socially-oriented business incubator (one of a kind in Legingrad region) is operational in renovated premises in Ivangorod; *Heating costs were reduced in Ivangorod business incubator by improving energy efficiency of building at Kotovski Street 19; *Sustainability of start-ups improved by increasing the quality of incubation and consulting services in Ivangorod and Narva incubators; *Competitiveness of Kadastiku Industrial Park (Narva) significantly increased to attract industrial companies requiring more than 0,5 MW electrical power; *The preconditions created for attracting of new industrial and logistical companies in Kulgu industrial park in Narva; *29 requests received for detailed information about registration of enterprise, business support measures and technical infrastructure in the border regions; *11 potential foreign investors demonstrate strong interest to the border regions
