The Commission has an important recommendation to create a European Railway Area by 2020 to be based on cross border "interoperability" through the integration of national rail systems. Despite the huge international transportation activity by sea, air, road, and rail, the rail training centres appear to be very nationally oriented. However, "interoperability" is not only a technical issue, but also a question of ensuring that cross-border operations are not hampered by diverging national staff requirements and standards necessitating changing train drivers and crew every time a train crosses a border.Depending on the Recommendation of the European Parliament and of the Council of 18 June 2009 on the establishment (and on its implementation in EU as of 2012) of a European Credit System for Vocational Education and Training (ECVET), this project aims to develop curriculum for the job family "railway-operation" adapting it to ECVET system, up to the fourth level of EQF, taking one step further the results of the previous EU pilot project "DEPRAST" carried out between 2005-2007.As a complementary part of ongoing EU initiatives like common licensing regime for train drivers, the products of the project (the railway operation curriculum and its adaptation to ECVET system) will be in English and in the electronic format and is expected to achieve the harmonisation, transparency, recognition and transfer of railway staff requirements on logistics and train traffic, contributing to the interoperability of European railway area.Users of the project's products are estimated to be (in addition to the decision makers) formal and non-formal railway training institutions, centres and railway companies in EU, which totally train an estimated 11,000 train drivers and around 20,000 other rail related staff a year for the sector employing roughly 900.000 people (EU Energy and Transport in figures - DG TREN 2006).
