Quality career guidance for disadvantaged and migrant job seekers

The integration of disadvantaged and migrant job seekers in the European employment market remains a particular challenge for all EU member states. Structured career guidance is an important means of addressing this challenge. This is particularly true for disadvantaged and migrant job seekers who otherwise risk ending up in low paid, low income jobs or on training courses for which they are not suited. Yet, common practice falls short of addressing issues of quality in career guidance delivery. Cyprus, Greece and Slovenia have no system for quality assurance in career guidance and few specific tools are available to assess the needs and aptitudes of disadvantaged and migrant job seekers. Awareness of existing tools and frameworks at European level is limited.The proposed project draws on innovative results of an earlier project, eGuide (2005-2007), which developed a quality assurance framework for career guidance for disadvantaged job seekers and a set of related assessment tools. Both, framework and tools can be readily deployed in other markets. This project therefore has the objective of 1) introducing innovative eGuide results to career guidance systems in Cyprus, Greece and Slovenia, 2) mainstreaming the use of framework and tools, 3) making resources available to an audience across Europe.Six European partners will co-operate in the implementation of this project. EOPPEP and Core Training of Greece, INEK-PEO of Cyprus and Kadis of Slovenia are nationally recognised providers of vocational training and career guidance and will undertake to train career guidance practitioners and pilot use of the quality assurance framework and of related assessment tools. BJC of Ireland, the former eGuide project leader, will inform this process throughout. WR of Greece will support the project as specialist ICT provider.The partnership will develop and run a series of dedicated training courses addressed at career guidance practitioners. The quality assurance framework and tools will be adapted and translated for local use. Existing web-based tools will be complemented by the development of tools for delivery on mobile phones. A depository for tools and resources will be created in the form of an online platform. Extensive dissemination will promote the project, its results and materials among stakeholders across Europe.This project will facilitate change towards a more structured and comprehensive approach to career guidance for disadvantaged and migrant job seekers and provide career guidance officers with a set of tools that can be used in the guidance process. This will simplify procedures, lower barriers of acceptance on the part of the job seeker and generally raise the quality of career guidance. By giving practitioners access to a pan-European online platform, common tools will become easily accessible, in various language versions and for delivery on different platforms, creating benefits for guidance officers across Europe.
