A PAEU JMC aims at the development of teaching and research on EU policy and decision making with specific focus on the role of PA in all levels and stages of the EU policy process In a member state with a “weak”, in terms of effectiveness and efficiency, but overdeveloped, in structural and HR terms, PA, it is important to highlight that the EU represents a political and administrative environment that cannot be managed by the traditional legalistic behavior of the Greek PA. That means that the Greek policy and administrative style has to move to more “consensual and participatory” forms of policy making. Central objectives for all the proposed teaching and research activities of the project are: a. to apply the theory and methodology of EU Policy Analysis and, b. to involve in all activities academics, young students, practitioners and civil society representatives.Concerning the teaching activity it is necessary to combine: a. an in-depth analysis of the EU institutional system and the policy process in all levels and stages and their formal and informal aspects, b. an extensive analysis of the Greek government and administrative system and, c. a solid comparative knowledge of other member systems. That exemplify academic added value of the project as well as the promotion and the fostering of EU studies in the applicant institution. The activities proposed consist of a. four University courses and one training course delivered at the National School of PA, one conference, two workshops and a roundtable. The policy analysis approach and the synergy in the project activities of academics and Greek civil servants, experienced in handling European Affairs, will a. make their combined didactic and pedagogical effect much more appealing than the sum of their individual effects, b. promote excellence and innovation in teaching and research in EU studies, c. mainstream EU studies in the curricula of the DIEAS, d. and, will give greater visibility to the field.
