The National Reform Programme of Latvia “Europe 2020” sets the goal to promote growth and employment, thus providing a high level of employment up to 73% until 2020, ensuring better qualifications and skills according to the requirements of labour market. Since January 1st, 2015, Daugavpils vocational school was a awarded the title of a Competence Centre of Vocational Education „Daugavpils Vocational school,” the main priority of which became developing a conception of professional education, by learning the best experience from the vocational institutions in EU and implementing innovative teaching methods and forms in the educational practice as well as learning from the examples of a good practice in Europe, for adopting and improving innovative methods not only for this school, but also sharing new experience with other schools in this region and other vocational schools in Latvia. Increased competition in the field of employment contributes to the increasing labour market's requirements. Young people with poor knowledge and skills that cannot find a job in Latvia have to leave for work abroad but their knowledge and skills are insufficient for developed labour markets in Western Europe therefore they have to perform unskilled work. More qualitative vocational education and acquisition of skills that correspond to European standards would expand opportunities for young people and help to find their place in EU, including the labour market of Latvia. The activities of the project are aimed at the development of new innovative experience in Europe for the specialists and students involved in the vocational education and training in areas supported by Competence Centre of Vocational Education that will contribute to their professional and personal development, and the development of their intercultural and foreign languages competences. The project consists of two directions: exchange of experience in Rotenberg, Germany (1) Dresden, Germany (2), Tampere, Finland (3), Lisbon, Portugal (4), and the students practice in Rotenberg, Germany (5) . The goals of exchange of experience are the following: (1) to learn the educational concept of vocational schools in Germany, Finland and Portugal; (2) to learn innovations and to develop competencies in the field of vocational education; (3) to familiarize the participants of the project with the quality management in vocational schools; (4) to familiarize with dual vocational educational system in Germany and Finland; (5) to explore experience of Vocational schools in Germany; (6) to strengthen the capacity of the participants of the project in upgrading vocational programs and methodological developments; (7) to improve the participants’ foreign language skills. The goals of students practice are as following: (1) to develop and to strengthen professional skills corresponding to the European standards, thus increasing professional possibilities and competition for involvement in the European labor market; (2) to learn the latest technology and methods in chosen profession in practice; (3) to link theoretical knowledge with the practice in foreign company; (4) to contribute the development of personal qualities such as activity, mobility and sociability with the aim to help the participants of the project to build independent professional life; (5) to improve opportunities for social integration of students; (6) to improve students’ professional German language skills and their intercultural competences. The team for the exchange of experiences consists of: 10 specialists of vocational education and training involved in: economy and commercial worker (1) , technical graphics (1), energy (2), IT (1), mentors of practice (1), specialists of a professional planning (2), participants involved in a management process (2). The team of students consists of 4 students: 2 electricians and 2 car mechanics.
