Europe’s population is steadily growing older and completely new social realities lie ahead. The demographic development represents a social, political and economic challenge to regions all over Europe. Especially the social care and healthcare sector is already experiencing the consequences of the demographic development because the sector is being faced with a rising demand for care services while enduring a skills shortage at the same time. Rural regions such as the region Steinburg in the north of Hamburg, in particular are affected by this development. In a first step to meet these challenges, education programs try to tap into the ‘hidden reserve’ of the labor market and prepare unemployed and lowly qualified people for jobs in health care professions. Another possible answer to the challenges, the integration of foreign skilled workers into the local labor market, hardly exists due to the lack of recognition of foreign professional qualifications.
The AGS, an academy for healthcare and social professions has been looking at the question of how trainings and qualifications have to be organized in order to facilitate an equal access for foreign skilled workers into jobs at nursing facilities and out-patient care service providers in Germany. A first mutual exchange of experiences of the AGS and a Polish educational institution for nursing assistants already took place in the course of an Erasmus + project. In this project, a realistic impression of the nursing training and nursing work in Poland was gained. 20 AGS teachers,employees of cooperating nursing facilities responsible for the employee training and 20 German students / trainees will continue this mutual exchange of experiences in the coming two years in training institutions in Denmark, Poland and Latvia. The goal of the program is to substantiate topics and issues for integration measures via a transnational dialogue. The participants will discuss with their colleagues, students and the staff of nursing facilities of the partner countries about personal and professional requirements of young people who can imagine working for a German nursing facility. As part of these discussions, the participants will take a closer look at theoretical and practical contents of nursing training, the existing access routes and requirements as well as different degrees in the partner country. By attending teaching units, the participants will gain insights about teaching methods applied and teaching facilities. Practical work in nursing facilities allow the participants to get an inside view into the day-to-day work of nursing professionals as well as get an impression of the importance of old people and people in need of care in the respective partner country.
Experiences gained from the program by both groups of participants, the teaching staff as well as the students, will give new professional, linguistic and cultural impulses, which will be considered in the organizational as well as content-related conception of specific integration concepts.
The participation of trainees and trainers from regional nursing facilities will result in a multiplier effect. HR managers of nursing facilities will be sensitized for and informed about the topic ‘integration management’. Together with the AGS as an educational institution, they will act as a cooperation network on a local scale. By this, the willingness of the nursing facilities to integrate foreign health care trainees and professionals will increase. Through the recognition of professional qualifications and competencies as well as social integration, the foreign nursing professionals become equal employees with equal chances for professional development and careers.
