Organisational Maturity Assessment Tool for the Europeanisation of Educational Institutions

The European Commission has set ambitious targets for the Erasmus+ programme 2014-2020: 125 000 schools, vocational education and training institutions, higher and adult education institutions, youth organisations and enterprises should build strategic partnerships, 3 500 education institutions and enterprises should participate in Knowledge Alliances and Sector Skills Alliances and 3 000 organisations should commit in collaborative partnerships in the field of sport. It should in particular encourage "new comers", namely organisations which have never participated in EU projects. Though, many of these targeted education institutions especially VET and adult education institutions suffer from insufficient institutional readiness. Institutional readiness (or organisational maturity) is determined by a wide range of operational, technical, financial and human factors, which are often defined as "capacities". Admittedly, the European Union reckons the needs for these organisations to "increase their capacity and professionalism to work at EU/international level" and "to improve their management competences and internationalisation strategies". The project "Europeanisation" proposes to help precisely the organisations identify WHICH capacities or competences are decisive to work at EU level through a personalised assessment tool. Indeed, in the absence of evaluation tool, the VET and adult education institutions appear to be unable to objectively gauge their fitness to "go Europe". The objective of the project is to provide them with a enlightened visibility on their strengths and weaknesses. The method is a user-friendly online self-assessment tool especially designed for education institutions. The tool can be applied in all education sectors (VET, adult education and other sectors), in all EU countries, and for all kind of organisations (public, private, non-profit) active at the local, regional or national levels. The partners forming this strategic partnership are organisations specialised and experienced in the Europeanisation process or/and in the field of Organisational Development. They are supported by "Multipliers" which will help reach the 20 000 expected users of the online self-assessment tool until the fifth year after the project’s completion. The development of the tool will be supported by 8 partners from Germany, Bulgaria, Hungary, Cyprus and Croatia, as well as 250 participants of a European-wide Survey on Europeanisation, 75 testers of the draft online assessment tool, 165 attendants of multiplier events and 19 participants of a learning activity organised by the consortium, all of these participants being members of the VET, adult education or other sectors and from the whole EU. The development will be jointly based on the expertise of the partners and the active participation of the addressees of the tool, using multiple interactive methods such as shared databases, peer courses, transnational work groups, online survey, focus groups, etc. The tool itself will be user-oriented since it will not only provide facts and figures about the Europeanisation of the VET/adult and other educational sectors, but also a "readiness/maturity score" and recommendations for action. The tool will be structured on a catalogue of questions categorised by capacities e.g. structure, staff, know-how, resources etc. The expected impact is that education institutions will be better prepared to Europeanise their selves and will elaborate more successful and durable Europeanisation strategies. In doing so, the online self-assessment tool of Europeanisation readiness will contribute to the achievement of the following objectives of the Key Action 2 of the Erasmus+ programme: - to increase the capacity and professionalism to work at EU/international level, - to improve the management competences and internationalisation strategies, - to increase the allocation of financial resources (other than EU funds) to EU/international projects in the field of education and training, - to increase the quality in the preparation, implementation, monitoring and follow-up of EU/international projects. The Tool in its final version will be released in August 2016 in six languages: English, German, Bulgarian, Hungarian, Greek and Croatian (French, Spanish, Polish planned in a later stage).
