The Establishment Law numbered 5449 gives the Development Agencies various responsibilities in order to facilitate regional development increase the institutional capacity in NUTS2 regions. Among these responsibilities are contributing to the rural and local development of the region in line with regional development plans and programmes, allocating regional funds to private sector, public institutions and civil society institutions as well as giving technical assistance to local administrations. According to these responsivilities of the agency, OKA gives some trainings in various areas including strategic planning, project cycle management and project management trainings. These trainings are implemented in TR83 region which is composed of Amasya, Çorum, Samsun and Tokat provinces. OKA has established a trainers' pool for these trainings and ensures that the experts who give these trainings participate themselves to trainings, seminars and workhops. One of the important programmes in this respect is the Technical Assistance Programme through which various trainings are given to stakeholders like local governments, public institutions, NGOs, universities etc. In addition to strategic planning, PCM and project management given since 2010, the Agency increased its trainings to 15 topics since 2015 (http://www.oka.org.tr/Documents/2015%20TD%20Rehberi.pdf). Given this situation the needs of self-evaluation of experts, learning of new methodologies in trainings and formation of new curricula have been emerged. With the project "OKA Strengthtens its Adult Trainers" it is aimed at increasing the capacity of 18 experts who give these trainings, make them learn new methods, encouraging them to gain expertise, developing new education curricula and new learning materials. In this context Strategic Planning trainings to 6 experts of Planning, Programming and Coordination Department, PCM trainings to 6 experts of Programme Management Department and Project Management training to 6 experts Monitoring Evaluation will be given and all 18 experts will be trained to training of trainers programme. These will increase the quality of trainings given by OKA experts and will be disseminated to all the staff that presently works and will be newly hired at OKA. There are 4 hosting organizations from UK, Bulgaria, Holland and Hungary in our project. There will be 5 training courses in the project. First 2 courses will be about training of trainers which will ensure learning of new and effective methods in adult education. Third one is about strategic planning, fourth is PCM and the last one is about project management. All training courses will last 5 days and 30 hours. Every expert will take 10 days and 60 hours training. The trainings will not only be about theoretical knowledge but include interactive methods like group works, brainstorming, Q&A, role-playing and simulation. At the same time activities for promotion and dissemination of the Project will be carried out.
