OCN for Home Help Service

The RELAIS project which this project bases their transfer on has brought brought European countries one step closer to a solution, through the development of a vocational training programme. The experience of the Swedish Personal Assistance industry (Home help service) is that the offering of education and training available in Sweden is diffuse, that there is a lack of a clear, well-designed formal training programme that completely meets the industry’s needs, and that the relevant education and training occurs instead on a non-formal basis. The Advisory Council for Personal Assistance in Sweden is still of the opinion that it would strengthen the industry if there were clearer guidelines regarding the contents of education and training programmes. These guidelines should of course be formulated based on the requirements of the industry. Home help service is an industry that is in need of improving how the industry can influence education and training, an area in which a common language such as is stipulated by EQF and ECVET can be of great benefit when it comes to defining an educational profile and strengthening the transparency and communicability of education and training programmes. In this project, we have used the OCN-method to makes this possible, and that furthermore contributes through the provision of quality assurance and acknowledgement of learning. Consequently, we can contribute to raising the status of Home help service as a profession. Together with industry representatives and educational providers, we have developed an educational profile/vocational profile for the home help service sector The ETP is expressed by way of units of learning with learning outcomes, assessment criterias, levels and credits, in accordance with the OCN-method and in line with EQF and ECVET. The ETP can be used as a basis for validating the skills and competences already possessed by existing employees, as well as for a brief introductory training prior to a new recruitment or as an instrument within a longer, more specialised education or training programme in which certain key subject areas, that form a part of the professional profile that the industry has decided upon, can be acknowledged and quality assured. The Units are also designed in order that they can be tested in practical situations, not just in theoretical ones. They shall provide proof of an actual ability and/or knowledge; not of an expectation of such.
